Overview:
The incumbent serves as a System Administrator for the Supervisory Control and Data Acquisition Energy Management System (SCADA EMS). The System Administrator performs a full range of IT services and support for a variety of difficult and complex assignments or projects in a mission critical/real-time control system. The projects and assignments managed by this position include the following: systems administration, information security, operating systems, systems analysis, planning, monitoring, support, and system documentation. The incumbent also ensures the rigorous application of information security policies, principles and practices. The position works closely with the applications development team to create and manage the energy management system (EMS) software.

The purpose of this position is the acquisition, implementation, administration, maintenance, usage, and replacement of IT systems, equipment, and services, and to plan for, install, configure, test, implement, and manage the operating systems, hardware, and software in support of WAPA Information Technology (IT) architecture and business needs.
Responsibilities:
  • Plan and coordinate the installation, testing, operation, troubleshooting, maintenance, and configuration management of hardware and software systems used within a SCADA/EMS real-time power operations system, and/or in support of other assigned program areas.
  • Provides technical guidance and support in planning for, analyzing, and designing hardware and software.
  • Determines technical specifications, testing requirements, and implementation.
  • Plans and schedules the installation of new or modified hardware, operating systems, and applications.
  • Resolves hardware/software interface and interoperability problems and ensures systems availability, functionality, and integrity.
  • Manages the installation and integration of systems patches, fixes,and updates.
  • Develops and maintains project plans and applies project management principles to the work.
  • Ensures that the configuration management processes required by DOE, WAPA, and/or Regional policies, and industry standards are applied to all assigned.
  • Manages the life cycle of systems hardware and peripheral equipment including ordering, inventory control, installation, deployment and redeployment records, maintenance, repair/warranty work.
  • Provides technical oversight of IT operating system security ensuring the confidentiality, integrity, and availability of systems, networks.
  • Implements and follows NERC standards, such as EOP (Emergency Operations Preparedness), CIP (Critical Infrastructure Protection), and BAL (Reliability and Balancing).
  • Works collaboratively to plan and coordinate activities at the Central Data Center.
  • Determines customer, application, and industry requirements, analyzes current systems and new technologies to provide recommendations to customers and IT.
  • Manages systems resources including performance, capacity, availability, serviceability.
  • Develops and documents systems administration standard operating procedures, and manages accounts, network rights, and access to systems.
  • Provides technical assistance to other computer support personnel and contract.
  • Participates as a member of Regional and/or Corporate IT planning and coordination teams. Provides input into the development of Regional and Corporate policies and procedures, and assists in ensuring compliance with Regional, WAPA, and DOE policies and procedures.
Qualifications:
  • US Citizenship is required.
  • Knowledge of SCADA networking protocols ICCP, DNP, RTU, and PL.
  • Knowledge of Linux and Windows server and workstation operating systems.
  • Knowledge of application development environments and tools.
  • Knowledge of virtual server systems and principles.
  • Knowledge of advanced applications, such as, Real Time Contingency Analysis (RTCA), Stored Case Contingency Analysis (STCA), Real Time Network Analysis (RTNET), Dispatcher Training Simulation (DTS), Historian, and voltage stability tools.
  • Experience supporting and monitoring SCADA systems and correcting and/or reporting problems as appropriate to product owners.
  • Knowledge of data display, automatic generation control, power systems modeling, state estimation, real-time power system data exchange used for managing power system operations.
