The Payroll/Senior Payroll Specialist performs a variety of complex technical duties, associated with being the primary authority and resource of payroll regulations, the timely process, calculation and distribution of payrolls and the maintenance of the Arapahoe County payroll system.

NOTE:
The hourly range for the Payroll Specialist is $24.13 to $36.21 per hour.
The hourly range for the Senior Payroll Specialist is $27.03 to $40.54 per hour.

Duties

The following duty statements are illustrative of the essential functions of the job and do not include other nonessential or marginal duties that may be required. The County reserves the right to modify or change the duties or essential functions of the job at any time.

Payroll Specialist:

  • Responsible for the accurate and timely processing of bi-weekly payroll of more than $110 million in gross wages
  • Calculates and produces manual checks as needed
  • Responsible for analyzing and interpreting Internal Revenue Service tax code, Colorado Department of Revenue tax code, Fair Labor Standards Act, HIPPA, and other regulations applying to payroll.
  • Prepares tax deposits, tax and wage reports and files with Federal/State agencies, and prepares and balances annual reporting of Forms W2
  • Responds to annual census surveys, report requests, and prepares wage reports for semi-annual newspaper publication
  • Establishes procedures for the Payroll Office and updates the Payroll Procedures Manual
  • Serves as primary authority and resource of payroll regulations and compliance through interpretation of IRS tax code, Colorado Dept. of Revenue tax code, FLSA, HIPPA and other regulatory bodies.
  • Serves as primary liaison between employees, departments and external customers on payroll related items, to include auditor requests.
  • Collaborates with HR and SAP Functional on payroll issues, service requests, and system maintenance
  • Responsible for maintaining employee information in SAP and collaborating in the design and maintenance of the system as it relates to payroll functionality.
  • Responsible for testing program changes before they are put into production, defining requirements for system enhancements and providing test criteria for acceptance of enhancements and coordinates cross-department testing when required.
  • Serves as backup to the Finance Department front desk, including answering phones, distributing mail, and assisting visitors in the absence of the front desk personnel.
Senior Payroll Specialist:
  • Responsible for the accurate and timely processing of bi-weekly payroll of more than $200 million in gross wages.
  • Calculates and produces manual checks as needed.
  • Responsible for analyzing and interpreting Internal Revenue Service tax code, Colorado Department of Revenue tax code, Fair Labor Standards Act, HIPPA, and other regulations applying to payroll.
  • Processes employee garnishments from receipt through remittance to creditors and maintains accurate records of garnishments to ensure compliance with the orders of the Courts and other agencies and serves as primary authority on garnishments.
  • Prepares tax deposits, tax and wage reports and files with Federal/State agencies, and prepares and balances annual reporting of Forms W2.
  • Responds to annual census surveys, report requests, and prepares wage reports for semi-annual newspaper publication.
  • Establishes procedures for the Payroll Office and updates the Payroll Procedures Manual.
  • Serves as primary authority and resource of payroll regulations and compliance through interpretation of IRS tax code, Colorado Dept. of Revenue tax code, FLSA, HIPPA and other regulatory bodies.
  • Identifies payroll process improvements and recommends and implements solutions.
  • Serves as primary liaison between employees, departments, and external customers on payroll related items, to include auditor requests.

SKILLS AND ABILITIES:
  • Knowledge of payroll and payroll related administration and regulations
  • Knowledge of accounting principles and general ledger accounting practices.
  • Knowledge of accounting office methods, practices, procedures, and equipment.
  • Proficiency utilizing a sophisticated ERP and Payroll system, financial applications and personal computer software applications.
  • Strong proficiency in developing and updating spreadsheets in Excel
  • Ability to perform system maintenance and application testing
  • Ability to prepare and maintain complex payroll records, reports, and files.
  • Ability to communicate effectively, both orally and in writing, ability to establish and maintain effective working relationships with department heads, supervisors, subordinates, vendors, and other employees.

Requirements

Payroll Specialist:
EDUCATION:

  • High School Diploma or GED equivalent.
  • College level coursework in Accounting or closely related field preferred.
EXPERIENCE:
  • One or more years of progressively responsible payroll experience.
  • Payroll experience in a government environment preferred.
  • Certified Payroll Professional credential preferred.
Any equivalent combination of education and work experience that satisfy the requirements of the job may be considered.

Senior Payroll Specialist:
Education and Experience:
  • High school diploma
  • 4+ years progressively responsible payroll processing experience.
Preferred Education and Experience:
  • Certified Payroll Professional credential.
  • Government payroll experience.
  • 2 years college coursework in Accounting.

Supplemental Information

PRE-EMPLOYMENT ADDITIONAL REQUIREMENTS:

  • This position requires successful completion of pre-employment background and motor vehicle checks.

  • Position is deemed essential and incumbents must be available for emergency events and available to work outside of normal hours on occasion including evenings, holidays and weekends.
