Job Summary


** The Minnesota Department of Transportation does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment.

This position is located at Central Office in St. Paul, Minnesota. This position will have the option to telework; the employee will be required to complete a telework agreement.

Provide business development planning, program development and project management to increase the potential of Disadvantaged Business Enterprise (DBE) and other small businesses to successfully participate as contractors on MnDOT projects. Provide workforce training development, program development, and project management to increase the number of women, people of color, and otherwise disadvantaged individuals working on highway heavy construction projects. Responsibilities include:

  • Coordinating the Federal and State grant and contract management process for the Small Business Development Program;
  • Developing and implementing comprehensive programs for small business and workforce development statewide;
  • Leading the development of Statements of Work for On-the-Job Training and Disadvantaged Business Enterprise Support Services; and
  • Developing training for small business consultant contractors, grantees, and vendors.

Occasional in state travel is required (approx. 10% of the time).

Qualifications

Minimum Qualifications

Three years of professional experience that demonstrates the following:

  • Experience developing and/or administering contracts and/or grants.
  • Experience conducting research and analyzing information.
  • Experience writing professional documents such as reports or contracts.
  • Experience interpreting and applying government regulations, rules, and policies.

Preferred Qualifications

  • Knowledge of civil rights history, understanding of discrimination and resulting social and economic disparities.
  • A bachelor’s or master’s degree
  • Knowledge of the DBE and mentor protege programs and/or workforce development strategies
  • Knowledge of local, state, and federal regulations related to Civil Rights programs.
