Opportunity Summary

We are looking for someone who is passionate about maintaining compliance and environmental excellence in a power plant/regulatory environment. The ideal candidate will be able to spread their passion and enthusiasm to the rest of the team at the facility. The key responsibilities of this position are focused on implementing and maintaining environmental and safety activities for the facility and providing support in these areas for plant management. The ideal candidate will have multi-media environmental compliance and safety experience.

Here's a look at some of the things you'll be doing within each focus area:

Environmental

  • Coordinate, oversee and implement daily environmental programs, policies and procedures to ensure compliance with federal, state, local and site permit and regulatory requirements.
  • Continuous emissions monitoring system (CEMS) reporting – in accordance with Title V permit requirements enforceable by CA and U.S. EPA; responsible for compiling monthly, quarterly, semi-annual and annual reports. This involves monitoring, record-keeping, interpreting data and submitting reports on-time.
  • Contribute substantially to the development of and provide ongoing administration for key facility-specific environmental plans. Responsibilities include ensuring all plans are or have been developed in accordance with applicable regulatory or other requirements; that all obligations embedded within the plans, regardless of individual responsibility, are being tracked and completed in a timely manner; and that required or prudent plan updates are effectively managed to completion.

  • Provide support to the Owner for interface with local environmental regulators to include preparing for and coordinating inspections, responding to information requests, supporting strategies for and negotiations of permit modifications and renewals, and preparing routing compliance reports and communications
  • Maintain various facets of the Company’s Environmental Management System (EMS) including but not limited to the EHS filing system, tracking compliance and performance metrics in the online corporate tracking system, and develop and conduct environmental training programs for the facility staff

Safety

Safety is a core value of NAES. In this position, you will have a direct role in ensuring that all work is performed in a safe manner and in continuing compliance with established procedures and OSHA regulations. This includes:

  • Facilitate and administer the employee and contractor safety programs
  • Provide safety training topics to employees in daily meetings, conduct regular site safety meetings, and lead safety training for site contractors and visitors
  • Conduct routine site walk-downs to perform housekeeping inspections, identify potential hazards, and conduct one-on-one contact sessions with workers to discuss safety issues
  • Maintain safety data sheets (SDSs)
  • Maintain safety files, documenting compliance with the various plant and OSHA requirements
  • Respond to incidents including, but not limited to, injuries, incidents and near misses; write a report that explains what happened, identify the cause and recommend corrective action; follow-up as necessary to ensure that corrective action is taken

Working Relationships

The EHS Manager reports to the Plant Manager and maintains a close working relationship with NAES Corporate Environmental and Safety Support Services groups as well as Client corporate contacts.

Physical Requirements and Working Conditions

Power plant environment. Physical requirements include standing for extended periods of time, stair and ladder climbing and lifting up to 50 pounds. Protective equipment must be worn in the performance of some duties (e.g. hard hats, safety glasses, air masks, ear protection, chemical suits, fire resistant clothing, etc.). Work with hazardous materials may be required.

Position will require extended working hours and varied shifts at times with the possibility of weekend and holiday work, as required by schedules, workload and plant conditions. "On call" status will periodically be required.

All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening. There are extensive smoking restrictions in and around the facility.

Compensation

The initial compensation will range from $129,000 - $145,000.

Job Qualifications

  • Associate degree in a related field preferred
  • Experience in environmental and safety compliance for operating facilities is desired. This experience will preferably come from a power plant or power-related industry in order to understand plant operations so that opportunities to reduce both environmental and safety risks and costs can be aggressively sought and proposed.
  • A general knowledge of power plant operations is desired, including the interrelationship of environmental impacts and compliance with operation and maintenance functions
  • General knowledge of major environmental legislation involving air, water, hazardous materials and waste management with at least one specialized area of knowledge at the regulatory requirement level
  • Experience using continuous emissions monitoring (CEMS) software desired
  • NERC experience is a plus
  • Excellent writing and analytical skills and an ability to present facts, conclusions and recommendations in written communications, both in formal and informal formats
  • High proficiency in multiple Microsoft applications, including Word, Excel, PowerPoint
  • Strong oral communication skills are essential. Key point-of-contact for meeting with regulators during compliance visits. Must be able to deliver training material in a manner that is easily understood by participants.
  • Excellent interpersonal skills and a record of building consensus among internal and external parties
  • Ability to perform and manage multiple varied tasks in an industrial environment and to identify and analyze potentially complex compliance risks promptly
  • Valid driver's license required
