The Opportunity
WSDOT is currently seeking two Transportation Engineer 2’s to serve as the Assistant Office and Change Order Engineer in Everett, WA. This Assistant Office and Change Order Engineer position assists the Office Engineer. This position supports WSDOT’s mission by preparing, writing, and researching contract change orders, including inputting the information into the current computer program systems.

What to Expect
Among the varied range of responsibilities held within this role, the Assistant Office and Change Order Engineer will:


  • Review contractor estimates for added, deleted, or altered work on construction projects and prepare independent estimates for costs involved with contract changes.
  • Use the current computer software programs (Micro Focus Reflection with Contract Administration and Payment System (CAPS) & Construction Contract Information System (CCIS), C3OP, Excel, MSWord, Cognos, Unifier, etc.) to create or update change order information.
  • Request and document change order approvals from the executing authority.
  • Maintain files for change orders and ensure backup documentation is on file and transmitted to the executing authority.
  • Respond to executing authority requests for additional documentation or clarification.
  • Update and maintain change order documentation tracking system.
  • Work with contractors and office staff to ensure timely submittal and turnaround of change orders.
  • Draft letters and memorandums for signature by the Project Engineer.
  • Utilize Equipment Watch (Bluebook) to obtain equipment rates.
  • Check contractor submitted labor lists for force account work.

Qualifications
To be considered for this opportunity, the following are required:
  • Certification as an Engineer-In-Training and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent such as: project inspector, project documentation, with a minimum of one (1) year experience in change order work
OR
  • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent work experience,
OR
  • A Master's degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field.

In addition, the following are required:
  • Strong organizational skills
  • Strong oral and written communication skills.
  • Experience prioritizing and handling multiple work assignments.
  • Experience using personal computers and computer programs proficiently and effectively.
  • Experience using mathematical formulas and equations as required to evaluate quantities and costs.
  • Experience working alone or as part of a team.

It is preferred that qualified candidates also have:
  • Engineer-In-Training (EIT) Certification
  • Experience reading and understanding Contract Plans and Provisions, specifications, drawings, technical notes, letters, and instructions.
  • Experience in specialized databases such as the Contract Manager and Force Account program, mainframe access software, mainframe applications such as CAPS, CCIS, Cognos, Unifier, etc.

Important Notes
  • This recruitment may also be used to fill additional positions per business needs.
  • This position is eligible for remote work up to 100%, per supervisor approval.
  • In additional to the salary range listed, a general wage increase of 4% will be applied for all state employees on July 1, 2023.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
  • Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19. Compliance with this mandate is a condition of employment with WSDOT.
