About the VP, State Government Affairs position:

The Vice President, State Government Affairs is a new position at Avalon that will report to the General Counsel and work closely with the Chief Executive Officer, General Counsel and Chief Medical Officer to develop and drive the policy interests and strategies of the company in relation to state healthcare policy. This is a national position that will be responsible for all 50 states. This role is responsible for developing a national strategy for monitoring state level activities and a tiered approach to investing in strategically important states. Working with locally contracted resources, this role will represent Avalon on healthcare policy issues and advance the company’s policy agenda before state policymakers, regulators, and Governor’s offices. The ideal candidate will build effective working relationships and represent Avalon to a wide array of stakeholders, including elected officials and their staffs, internal company leadership, coalitions, trade associations, and outside government affairs consultants.

VP, State Government Affairs - Essential Functions and Responsibilities:

• Represent Avalon by lobbying for the company’s policy positions before all relevant state policy makers and Governor’s offices. In addition to expertise in health policy matters, this position also requires experience with state legislative processes, state Medicaid offices, and various regulatory Boards.
• Develop and implement the state government affairs strategy and clearly communicate the strategy to external and internal stakeholders.
• Must be able to read, review, and triage new legislation in a timely manner and provide a strategy for legislation that would have a negative impact upon Avalon. In addition, this position will provide research and analysis of emerging or existing legislative and regulatory issues impacting the company.
• Build and maintain effective relationships with key policy makers and policy influencers based on integrity, expertise, and constructive dialogue.
• Manage consultants and/or other external resources to advance the company’s agenda.
• Gather intelligence and lead the preparation of position papers, policy briefings, presentations, and legislative testimony for pending legislative actions.
• Coordinate actions through strategic partners in government and healthcare industry to achieve corporate objectives.
• Develop a political giving strategy on behalf of Avalon and attend political events as a representative of the company.

VP, State Government Affairs - Minimum Qualifications:

• Minimum of 10 years of experience in the state legislative and regulatory environment with a focus on healthcare issues and/or emerging and innovative concepts within their fields
• Bachelor’s Degree in Political Science or related field and/or equivalent experience
• Experience working with state legislatures at various levels with sensitivity to political considerations
• Excellent written and verbal communication skills effective with political, policy, and senior level executive audiences
• Ability to work independently, creatively, and resourcefully
• Ability to work with respect across the political aisle, with policymakers who possess a range of ideologies and political perspectives even when those perspectives conflict with personal perspectives
• Strong knowledge of the structure/operational function of state governments overall, including both the legislative and executive branches
• Passionate about healthcare and achieving the Triple Aim of healthcare
• Ability to develop and execute political strategies to advance the company’s objectives effectively

VP, State Government Affairs - Qualifications Preferred:

• Demonstrated policy experience and expertise regarding laboratory policy, and the evolving role of laboratory benefit management in state policies and programs
• Experience working for early-stage and/or private-equity backed firms
