Vice President of Vocational Services

General Description of the Position:


The Vice President of Vocational Services will plan, direct, coordinate, and oversee vocational operation activities within Black Hills Works, ensuring development and implementation of efficient operations and cost-effective systems to meet current and future needs of the people we support at Black Hills Works. This includes but is not limited to federal contracts under the AbilityOne program, commercial contracts to employ people will developmental disabilities, small group supported employment services, individual supported employment services, as well as transitional services for young adults with disabilities.

Qualifications:


  • Bachelor's degree in Business Administration, Human Services, or another industry-related field required.
  • At least five years of industry-related experience including three years in upper management required.

Responsibilities:


  • Oversees all Federal AbilityOne contracts. Maintain professional relationships with SourceAmerica regional and national staff.
  • Effectively communicates with SourceAmerica on issues that impact the AbilityOne Program and Federal contracts.
  • Oversee operations and supports at our Nebraska office. Will require periodic travel as needed.
  • Oversees the development and implementation of quality assurance policies, procedures and practices on every contract.
  • Monitoring of customer feelings, attitudes, comments, etc. regarding all contracts, including quality, timely delivery, corrective action, and changes in scope of work.
  • Maintains positive working relationships with federal and state officials and contract employees.
  • Assists with agency public relations and services growth efforts.
  • Develops increased employment opportunities for individuals with disabilities.
  • Ensures that wage and hour standards are being legally applied on all contracts so that we meet Federal DOL regulations and Service Contract Act requirements and Federal Acquisition Regulations.
  • Collects information regarding other Community Rehabilitation Program (CPRs) agencies contract activities.
  • Oversee the recruitment, hiring, training, and supervision of managers that result in teams of purpose-oriented employees.
  • Ensure effective induction, orientation and onboarding of employees.
  • Provide leadership to ensure that policies and procedures are properly implemented and changed, when necessary.
  • Develop agency vocational goals and set priorities and achieve them.
  • Budget for and authorize vocational department purchases.
  • Serve on inter-agency committees and task forces.
  • Ensure for safety of products, materials and work areas.
  • Ensure for the repair and maintenance of equipment.
  • Foster purpose driven communications and productive inter-agency relationships.
  • Reports regularly to the CEO on the activities of Black Hills Works vocational activities.
  • Responsible for ensuring that all applicable federal, state, and local rules and regulations (Division of Developmental Disabilities, SourceAmerica, Health, Safety, etc.) are met at all sites.
  • Identifies issues and facilitates problem solving.
  • Accepts the responsibilities of implementing agency mission, values, and policies.
  • Foster purpose driven duties and projects as assigned by the CEO.
  • Oversees initiatives to grow employment in competitive and integrated settings.
  • Oversees employment enclaves.
  • Works with the Department of Vocational Rehabilitation to grow funding and referrals for employment services.
  • Oversee development and implementation of commercial employment opportunities.
  • Leads the organization's Employment First goals.
