The City of Thousand Oaks has an exciting opportunity for a Utilities Superintendent! The Utilities Superintendent will report to the Deputy Public Works Director – Operations and be supported by a Water Utilities Maintenance Supervisor overseeing the City’s potable water distribution system, a Wastewater Utilities Maintenance Supervisor overseeing the City’s wastewater collection system, and a Water Quality Supervisor overseeing the environmental compliance programs for drinking water quality, wastewater pre-treatment/industrial waste, and stormwater quality. Combined, these three divisions have a staff of over 30 employees.

We are seeking an innovative and proactive Utilities Superintendent who will be responsible for leading and managing operations and maintenance activities to protect the capital investments in City facilities and infrastructure. The position is responsible for: managing a staff of more than 30 employees, developing, implementing and monitoring long-term plans, goals and objectives focused on achieving the Division’s mission and priorities which include providing essential life services such as water, sanitation, public safety, and environmental protection through innovative, sustainable and cost effective practices; planning and directing a variety of projects associated with operation and maintenance activities such as Capital and Maintenance improvement projects for reservoirs, pump stations, distribution and collection systems, the treatment of water, groundwater and stormwater and environmental compliance; developing and utilizing performance metrics and providing leadership and working with department managers to develop and retain highly competent, customer service-oriented staff. Communication skills are critical for making presentations in the community and to the City Council. Effectively leading staff and working with department managers to develop and sustain a highly competent, accountable, customer service-oriented team, is also essential.

CURRENT PRIORITIES & INITIATIVES
We are looking for a highly skilled, experienced, and self-motivated individual to plan, organize and direct the activities of the water and wastewater operations and maintenance divisions. The successful integration and alignment of water and wastewater operations is a top priority to ensure public health, manage consistently changing regulations, and to provide emphasis on environmental goals to provide services in an innovative and coordinated approach. Efforts to identify and seek efficiencies and enhancements to service delivery as a result of the new organization are essential. Some of the key initiatives on the horizon for the Utilities Superintendent include:

  • Plan and execute operations and maintenance strategies to provide high- quality, cost-effective services to the City of Thousand Oaks.
  • Assist with the organization-wide “People Strategy” and Public Works Department Strategic Plan, aligning resources, technology priorities and staffing for the coming years.
  • Shape and positively influence the public works environment by promoting a culture of ownership where employees choose to take full responsibility.
  • Motivate staff to be innovative, collaborative, excel in community outreach, promote continuous improvement, and move forward in an enthusiastic and professional manner.
  • Identify, develop, and promote regional water resources opportunities to reduce reliance on imported water supplies.
  • Work with regional partners and regulatory agencies to successfully meet existing and expected reporting, documentation, and certification regulations including Division of Drinking Water, Waste Discharge Requirements, National Pollution Discharge Elimination Systems (NPDES), Total Maximum Daily Loads (TMDLs), and Municipal Separate Storm Sewer System (MS4).
  • Identify and procure grant funding for infrastructure maintenance and enhancement.
  • Develop and implement key performance indicators and metrics to measure operational effectiveness, identify areas of success and areas for improvement.

Education & Experience

The position requires a Bachelor’s degree from an accredited college or university with major course work in business administration, public administration, or a related field, or equivalent experience, and at least eight years of progressively responsible public works/utility experience, two of which were in a management and administrative capacity.
The following degrees, licenses, and certifications are highly desirable but not required:

  • Master’s degree in public administration or related field
  • California Regional Water Quality Control Board Grade 4 Water Distribution Operator Certificate
  • California State Water Resources Control Board Grade 3 Water Treatment Operator Certificate
  • California Water Environment Association Grade 4 Wastewater Collection System Maintenance Certificate
  • California Water Environment Association Grade 2 Environmental Compliance Inspector Certificate
  • California Water Environment Association Grade 3 Mechanical Technologist Certificate
  • California Professional Engineering License
