Job Title: Financial Manager

Job Summary:

This position is in support of the United States Marine Corps (USMC) Amphibious Vehicle Test Branch (AVTB). The Financial Manager will provide financial support to the military or civilian leadership personnel at AVTB.

Responsibilities Include:

  • Reviewing system-generated reports for AVTB to ensure current financial information is captured
  • Updating the Defense Agencies Initiative (DAI) Business Management System to report expense to capture relevant information
  • Assisting in generation accounting reports and metrics
    • Accounting reports and metrics shall provide detailed information, cost break out, and summary level details of abnormal accounting conditions, such as Unmatched Disbursements, Abnormal Accounts Payable and Negative Unliquidated Obligations, Expense Not Equal to Liquidation, Commitment Not Equal To Obligation, Dormant account (30, 60, 90, 120 days), and Invoice Suspended/Rejected And Invoice Paid
  • Using the Status of Funds (SOF) and Active File Reports from the DAI Business Management System to reconcile accounting logs and submit regular financial status reports to the Financial Management lead
  • Performing analysis and comparisons of accounting reports and metrics to identify trends, provide root cause analysis, and make recommendations to reduce abnormal conditions
  • Developing, posting, marking, preparing, and retrieving KSD in support of accounting, auditing, or evaluation activities
  • Reviewing commitment, obligation, expenditures, and liquidation KSD to ensure completeness and file in accordance with standard document repository procedures
  • Retrieving KSD in support of audit or evaluation activities and marking documents in accordance with audit sample procedures.
  • Posting valid support documentation for all transactions to the required repository
  • Reviewing KSD for completeness and filing in accordance with system access repository procedures
  • Researching expired unliquidated obligations (ULO) records, communicating with performing activities as needed
  • Documenting all research and communications and provide to the appropriate AVTB
  • and MAO analyst monthly
  • Reviewing command DAR-Q submissions including validation codes, comments, and KSD to ensure compliance with DAR-Q guidance and submission timelines
  • Researching financial records and inputting data into SharePoint in accordance with the command's DAR-Q guidelines as well as DoD Financial Management Regulation (FMR) Volume 3, Chapter 8
  • Developing, preparing, and updating briefs, reports, and metrics for reporting and leadership visibility

Required Qualifications and Skills:

  • Bachelor's degree in a relevant field of study
  • At least five (5) years of financial management experience
  • Advanced knowledge of Adobe, Excel, PowerPoint Access, and SharePoint
  • Working knowledge of DIA Business Management System
  • Proficient in the use of all programs associated with Microsoft Office
  • Proficient in data analytics and electronic data research
  • Familiar with USMC fiscal terms and processes for fiscal analysis, including the DAI Standard Financial Information Structure (SFIS)

Work Setting and Environment:

  • Monday - Friday, normal working hours
  • Work is to be performed at Camp Pendleton, CA
  • Salary $65,000-75,000 per year
