Thoroughly review all requirements and procedures of both the Section 202 and Section 8 Housing Programs. Become thoroughly familiar with the reporting requirements of the Housing Owner’s Certification and Application for Housing Assistance Payments Form. Complete HUD Forms 52670, 52670A, and 52671. Report same in a timely manner no later than the 10th of each month

Provide each resident with a copy of the Certification of Tenant Eligibility, Lease Agreement, Grievance and Hearing Procedures, Tenant Handbook and other relative written material

Provide to the Management Agent sixty days prior to the end of the current fiscal year (February), recommendations regarding the operating budget for the new fiscal year

Prepare and distribute advertisements announcing vacancies as they occur andpress releases to create an effective Marketing Plan

Prepare and submit to the Agent on or before the 10th of each month a report of new occupants, move-outs, and evictions

Establish and maintain office hours from 8:00 AM until 5:00 PM, Monday through Friday and post same; establish and maintain after hours’ emergency and distress procedures for residents

Maintain accurate records of inventory including office and maintenance supplies; office and maintenance equipment; all tools and materials

Collect all rent, security deposits, and damage charges due from residents; collect rent and other monies due from concessionaires, laundry equipment, etc. Deposit all monies collected weekly. Provide receipts for all such collections to the Agent on or before the 10th or each month

Inspect the premises weekly and be responsible for ensuring that the buildings and grounds of the complex are maintained in a superior manner

Order as needed materials and supplies needed to perform assigned duties and responsibilities

Take maintenance work orders from residents and send them onto the maintenance worker(s). Inspect maintenance work (cont) and supervise all employees of the project including office staff, and volunteer maintenance workers

In consultation with the Management Agent, ensure that adequate liability, fire, extended coverage, auto insurance and property insurance as required by HUD or the Board of Directors is maintained. Investigate and make full written reports of all accidents and/or damages that occur on the property

Counsel applicants as to their eligibility; process applications, including HUD 50059 as prescribed by Handbook 4350.3 and the Tenant Selection Policy. Strictly follow policies set forth in HUD Handbook 4350 and enforce same. Complete yearly recertification on all residents

Prepare and execute all leases

Inspect each apartment at the time resident move in and move out; assess any damages and document charges and deductions to be made from the residents’ security deposits. Provide residents with an itemized list that shows original deposit, less deductions and amount of the refund, if any

Review, approve and submit to Agent, invoices for payment on a timely basis

Take appropriate action against residents whose rents are at least 30 days in arrears

Attend call meetings of the SEASHA Board of Directors and make a report to same when asked

Set up filing system and maintain complete records of all correspondence, occupancy/vacancy reports, financial reports, etc.

Perform required clerical duties. Maintain all forms needed for reporting requirements

The manager is subject to “call duty” before and after regular work hours

Comply with job standards for supervised employees as set by the Agent, and perform periodic evaluations of on-site employees

Carry out social service programs provided at the apartment complex, including developing working agreements with Senior Citizens, RSVP, Community Action and other agencies involved in social programming for the elderly and/or handicapped

Perform other such duties which are directly related to and within the purview of the job duties

Job Type: Full-time

Pay: $30,000.00 - $35,000.00 per year
