Job Summary

MAJOR FUNCTION: This position includes assisting the Director of Port, Inlet and Beaches (PIB) with implementing various monitoring, design, and construction efforts integral to managing the Port of Fort Pierce, Fort Pierce Inlet and St. Lucie County Beaches. Managing and evaluating phases of the grant, and the contractual and financial status of projects. Makes presentations and recommendations to the Department Director, Administration and the Board of County Commissioners.

KNOWLEDGE:


  • Knowledge of modern techniques, methods, practices, and procedures of project management and general civil engineering.
  • Knowledge of the practices and procedures used in the planning, development, and construction of capital improvement and maintenance related projects.
  • Knowledge of County purchasing processes, operations, inspections, and invoicing.
  • Familiarity with federal and state standards and general state/federal environmental permitting processes.
  • Moderately knowledgeable of marine construction methods and practices.
  • General experience in overseeing and managing state and/or federal grants.

ABILITIES:
  • Ability to review job specifications and contracts to track and manage capital improvement and maintenance projects.
  • Ability to establish and maintain effective working relationships with consultants, contractors, employees, regulatory officials, and the general public.
  • Ability to express oneself clearly and concisely, orally and in writing.
  • Ability to supervise, coordinate, review, and evaluate all phases of civil and marine (coastal) construction.
  • Ability to apply and understand some of the principles, methods, and techniques of a limited range of engineering systems, specifically those utilized in upland development and marine engineering projects.
  • Ability to review, analyze and evaluate technical data, models, reports, and studies.

SKILLS:
  • Skills in hydrological and/or coastal management, project design, project management techniques, including planning and coordination strategies.
  • Intermediate to advanced skills with office software programs including Outlook, Microsoft Word, Excel and PowerPoint.
  • Skilled at oral and written presentations.


ESSENTIAL JOB FUNCTIONS:
  • Act as a project manager on various port, inlet, and beach related capital improvement and/or maintenance projects.
  • Participate in the review of engineering plans, construction specifications, and other engineering/environmental deliverables to ensure compliance with local, state, and federal permitting requirements.
  • Responsible for managing and communicating with contractors, consultants, and other entities to ensure work products are consistent with previously negotiated contract terms and conditions.
  • Assist in the preparation of scopes of work, item quantity calculations, cost estimates, proposals, bid packages, and other project related items. Coordinate with county consultants to develop detailed scopes of work.
  • Track and manage various grants and deliverables associated with port, inlet, and beach related projects.
  • Responsible for the coordination of various regulatory and permitting requirements.
  • Conduct and attend planning and design meetings, pre-bid meetings, pre-construction meetings, and construction progress meetings.
  • Act as liaison/project manager between field operations, various county departments, and outside contractors/agencies.
  • Coordinate construction management and observations of various county projects.
  • Make periodic site inspections to document that established methods and safe practices are followed on construction projects.
  • Track contractual payments due to venders/contractors on various county projects and/or efforts and coordinate with county fiscal staff to ensure budget procedures are followed and executed consistent with county standards.
  • Attend seminars, meetings, and presentations and report back to the Director of Port, Inlet, and Beaches.
  • Serve as the lead for various county efforts including, but not limited to, the implementation of the County’s Port Master Plan, and other inlet/beach management projects.
  • Perform related administrative work as requested or assigned by the Director of Port, Inlet and Beaches.

EMERGENCY MANAGEMENT RESPONSIBILITIES: During emergency conditions, all County employees are automatically considered emergency service workers. County employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.

ESSENTIAL PHYSICAL SKILLS: Good eyesight and hearing with or without correction. Use of both hands and fingers with dexterity. Frequent walking and standing. Ability to communicate concisely graphically, orally and in writing.

ENVIRONMENTAL CONDITION REQUIREMENTS: Work inside an office for extended periods, in the field with dust, heat, excessive noise and in physically dangerous areas during construction operations.

WORK HAZARDS: Working in areas while construction operations are occurring.

SAFETY EQUIPMENT USED OR NEEDED: Safety equipment (i.e.: hard hat, safety shoes and/or boots, etc.) when conducting site visits and under certain inspection conditions.

Qualifications

EDUCATION: Associate degree from an accredited college or university in Public Administration, Contract Management, Engineering, Project Management or related field. Bachelor’s Degree preferred. A comparable amount of directly related training or experience may be substituted for each year of applicable education on a year-to-year basis.

EXPERIENCE: Six (6) years of progressively responsible project management or related experience. Experience in rights-of-way construction methodology, maintenance of traffic procedures, and construction management required. The previous management of marine construction activities is preferred, but not necessary. Supervisory experience preferred.

LICENSE, CERTIFICATION, OR REGISTRATION: Valid Florida’s Driver’s License and must maintain a good driving record.

Driving Position – Operating County vehicles and/or equipment is a primary function of this position.
