The Naval Nuclear Laboratory comprises the U.S. Department of Energy locations and personnel responsible for developing advanced naval nuclear propulsion technology, providing technical support to ensure the safety and reliability of our nation’s naval nuclear reactors, and training the Sailors who operate those reactors in the U.S. Navy’s submarines and aircraft carrier Fleets. The Naval Nuclear Laboratory includes the Bettis and Knolls Atomic Power Laboratories, the Kenneth A. Kesselring Site, and the Naval Reactors Facility which have proudly supported the nation since 1946. Job Description

Naval Nuclear Laboratory is seeking a highly motivated professional to join a supportive, enthusiastic team of Project Engineers and Managers to shape the future of the US Navy. Now is an exciting time to join Future Development Programs (FDP) Program Office as a senior project analyst. The Project Performance and Integration (PPI) Unit manages the technologies and resources to ensure the next future attack submarine is designed to meet Naval required objectives to remain superior to the nation's adversaries. More and more opportunities are being developed to promote remote flexibility to accomplish financial reporting, shipyard engagement and project management needed to execute the SSNX Program.

A SSNX Project Analyst (PA) assists with programmatic efforts to evaluate, select, develop, integrate, fund, staff, and deliver technologies to meet the goals and requirements for the next future attack submarine. The PA works with the SSNX Program Manager to coordinate and align budgets for multiple technical disciplines/sources of funds to support future technology development through design and ship authorization milestones. Activities include cost and schedule baseline management and change control efforts to shift funding and resources, engaging multiple shipyards on near term deliverables and identifying and mitigating project risks and issues, submitting financial analysis and reporting to senior management and tracking subcontractor performance. The PA will assist the team to update and issue annual technology development plans and design roadmaps leading up to the first SSNX propulsion plant planning estimate (PPPE). Also, the PA assists with annual NRTBP budget confirmations, Technical Work Plan (TWP) submittals and Continuing Resolution (CR) planning.

Required Combination of Knowledge and Skill

Bachelor's degree from an accredited college or university and a minimum of six years of relevant experience or; Master's degree in a related field from an accredited college or university and a minimum of four years of relevant experience.

Preferred Skills

Proven experience working with source of fund managers and senior management to negotiate and prioritize fund utilization

Experience in developing and coordinating technical work plans and budget submittals

Effective efficient communication skills

Confident in public speaking and presenting

Experience in integrating work efforts between stakeholders and multiple organizations
