About the Opportunity:
Information Technology Services (ITS) - Solutions Delivery has an immediate opening for a seasoned Java Developer to support the applications within the System and Agency Services (SAS) portfolio for Application Delivery Services (ADS) organization. The candidate must be a US citizen or a permanent resident with 3 years of residency.
What You Will Do:
  • Actively participates in meetings with business and technical stakeholders to translate technical and/or complicated information into clear, concise information in order to resolve problems and communicate changes.
  • Formulate concepts and develops solutions using defined user requirements. Interpret requirements and work with the customer to clarify requirements as needed.
  • Design, code, test, and document enhancements to existing systems of high complexity and scope, working with common application designs and specifications, utilizing industry and System standard procedures, products and methodologies. Executes performance and stress testing, as necessary.
  • Design or adapt frameworks and best practices established for the project, team, and FRB Richmond consistent with industry standards.
  • Negotiate commitments with solution/resolution providers for responsive turnaround on root cause analysis and subsequent action plans to complete resolution.
  • Identify, troubleshoot, communicate and document production problems both at a technical and non-technical level.
  • Produce a variety of business documents that demonstrates command of language, clarity of thought, and orderliness of presentation.
Qualifications:
  • Bachelor’s degree or equivalent experience
  • 5 years application development experience with J2EE and Spring.
  • Hands on experience with cloud services including planning, development, migration, and integration of applications and Cloud services.
  • Familiarity with application modernization approaches including containerization, API’s, and microservices.
  • Experience with the implementation of CI/CD pipelines using DevOps and automated testing.
  • Proficiency in implementing cloud-native microservices in AWS cloud environments is strongly preferred.
  • Experience with REST APIs. Writing RESTful Web services (Spring REST preferred); using Web frameworks, such as Spring MVC; in multi-threaded and core Java programming; shell scripting.
  • Experience with WebSphere, WebLogic, or other application container
  • 5 experience using Oracle as well as a knowledge of back-end PL/SQL script development.
  • Experience in front end development skills using Angular.
  • Experience using Web UI Debugging tools (firebug, chrome dev tools, windows script debugger, etc.).
  • Expert in user interface development, engineering cross-browser, cross device compliant code.
  • Experience in Bootstrap, Type Script, HTML5, and CSS.
  • Application development experience with Spring, Hibernate, SQL, JUnit, J2EE, Maven, JAXB, JSON, XML, Micro services and log4J2. Experience with REST APIs, Mini Services, Cloud, Develops
  • Broad knowledge of the concepts, practices, and principles of programming including design, implementation, and testing
Responsibilities:
  • Develop products and services on the latest technologies through contributions in development, enhancements, testing and implementation.
  • Innovate and evaluate new technology solutions and functionalities to support future business needs.
  • Work on migrating applications from an on-premises location to the cloud service providers.
  • Develop, modify, extend code for building cloud infrastructure, and automate using CI/CD pipeline.
  • Partners with business and peers in the pursuit of solutions that achieve business goals through an agile software development methodology.
  • Perform problem analysis, data analysis, reporting and communication.
  • Work with peers across the system to define and implement best practices and standards.
  • Assess applications and help determine the appropriate application infrastructure patterns.
  • Use best practices and knowledge of internal or external drivers to improve products or services.

  • The hiring range is $101,000 – $138,930 annually.
  • Salary offered will be based on the job responsibilities and the individual’s knowledge, skills, and experience as defined in the job qualifications.
