Summary

Under general supervision, supervises staff, work groups and or divisions of the Electric Utility's Operational Technology (OT) department work groups and teams in the accomplishment of stated goals and objectives. Prepares programs and actions to ensure the Electric Utility meets service level agreements, compliance requirements of State and Federal programs.

Essential Functions

  • Develop, implement and monitor a strategic, comprehensive enterprise information security and OT risk management program to ensure that the integrity, confidentiality and availability of information is owned, controlled or processed by the city;
  • Develop, and maintain up-to-date information security policies, standards and guidelines;
  • Create and manage information security and risk management awareness training programs for all employees, contractors and approved system users;
  • Work directly with the Electric Utility's departments to facilitate OT risk assessment and risk management processes, and work with stakeholders on identifying acceptable levels of residual risk;
  • Provide strategic risk guidance for OT projects, including the evaluation and recommendation of technical controls;
  • Ensure that security programs comply with relevant laws, regulations and policies to minimize or eliminate risk and audit findings;
  • Define and facilitate the information security risk assessment process, including the reporting and oversight of treatment efforts to address negative findings;
  • Manage security incidents and events to protect the OT assets, including intellectual property, regulated data and overall reputation;
  • Develop and oversee effective disaster recovery policies and standards to align with the city’s goals;
  • Facilitate a metrics and reporting framework to measure the efficiency and effectiveness of the program, facilitate appropriate resource allocation, and increase the maturity of the security;
  • Performs related work as assigned.

Qualifications

Requires a bachelor's degree in computer science, management information systems or a related field. Requires five to ten years of direct experience in cyber security or any combination of relevant experience that provides the following:
Certified Information Systems Security Professional (CISSP) certification, or the ability to obtain within 6 months of employment.
*** Critical Infrastructure: This position has been determined to have close contact with, or control of Critical Infrastructure components. This position is subject to extensive background checks and random drug screening. ***
This position requires, in addition to any requirements of Human Resources (HR), and prior to a final job offer, per NERC CIP-004, the completion of a seven year criminal background check, identity verification (e.g. Social Security number verification), and the passing of a Personnel Risk Assessment (PRA). Continued employment in this position will require the NERC CIP-004 requirements to be satisfactorily completed every seven years from date of employment, and/or last PRA.

Knowledge and Abilities

Knowledge of:
  • Progressive supervisory and management principles, practices and methods.
  • Practices and methods of OT strategy, enterprise architecture and security architecture
  • Knowledge of NERC CIP compliance assessments
  • Budget preparation, expenditure control and record keeping.
  • Safety standards, procedures, and precautions utilized in emergency response activities.
  • Principles and practices of technology management, service delivery life cycle, infrastructure system development, project planning, security and systems integration in a public sector environment.
  • Awareness of some of the following security areas: identity management, edge protection, data protection, vulnerability protection, security event monitoring and response, encryption, application security and TripWire
  • Fundamental networking protocols (LAN, WAN, wireless services, VoIP, etc.)
Ability to:
  • Communicate effectively using a variety of methods and devices;
  • Supervise staff, delegating tasks and authority and coaching to improve staff performance;
  • Work under pressure and meet deadlines in a dynamic environment;
  • Plan and organize workload, and accomplish tasks with little to no supervision;
  • Establishing and maintaining cooperative working relationships with customers and co-workers;
  • Conceptualize, launch and deliver multiple technology projects on time and within budget
  • Learn new concepts quickly and demonstrate the ability and relate those concepts to both technical and non-professionals;
Physical Requirements
  • Occasionally lift and carry up to 50 pounds;
  • Frequently bend and kneel during the shift;
  • Frequently pull and push objects;
  • Frequently flex upper trunk forward at the waist and partially at the knees;
  • Frequently rotate upper trunk to the left or right while sitting or standing;
  • Place arms above, at, or below shoulder height;
  • Coordinate hand and foot movement in order to operate a vehicle
