The Nebraska Department of Health and Human Services Behavioral Health Division seeks a charismatic and innovative individual to lead a dynamic team as a Regulations and Contract Manager II. This position is responsible for developing and implementing policies, procedures, and other guidance documents.

Examples of Work

The Regulations and Contract Manager is responsible for:

  • Drafting and tracking contracts, subawards, Request for Funding Proposal (RFP) and amendments for the Division of Behavioral Health including pre-subaward assessments and requirements.
  • Managing the development and implementation of policies, procedures, and other guidance documents.
  • Managing the development of regulations, including planning, directing development and reviewing drafts of new regulations from the formal proposal through the final adoption.
  • Managing Continuity of Operations Plan (COOP) for the Division including maintenance and training for staff.
  • Communicating with contractors, public, and units within DHHS to coordinate services, share information, and ensure smooth operations of the Division.

Qualifications / Requirements

REQUIREMENTS: Bachelor's degree in business or public administration, social/behavioral sciences, education, health sciences, public health, law or related field and one year experience in program planning, implementation, budgeting, monitoring, evaluating, marketing a program or service and supervising/managing staff. Related coursework, training and/or education may substitute for the Bachelor's degree on a year-for-year basis.

PREFERRED: Experience writing contracts, sub-awards and competitive bid documents with clear deliverables and outcomes; procurement within state system; subaward and/or contract management; experience writing or implementing regulations; experience negotiating with potential vendors to determine appropriateness and feasibility of being a vendor for the state; experience writing policies and overseeing implementation of them; experience in disaster or continuity of operations protocols and the development of appropriate responses; experience in federal grant procurement compliance requirements. Experience in business and management principles including strategic planning, resource allocation and be able to exercise judgment, decisiveness and creativity required in critical and/or unexpected situations.

Knowledge, Skills and Abilities

Ability to: interpret and apply state and federal laws and standards, agency rules, policies and procedures, and technical narrative material, prepare state and federal reports, develop program standards consistent with state and federal law.

Skill in: leading, monitoring and assessing work performance of others.

Ability to: Effective communication and leadership skills, experience with data analysis, quality improvement approaches, and/or program evaluations methods.
