Position Summary

Under the supervision of the Office Manager or department head, the Clerk is responsible for a variety of clerical and general administrative support assignments of the Road & Bridge (R&B) and Noxious Weeds (NW) Departments. The employee in this position is frequently expected to act independently in performing data entry to cost accounting, answering inquiries, preparing billing. Provides information and assistance to public on programs and procedures: explains regulations, agency policies, form completion procedures. Basic knowledge of office procedures and accounting skills are necessary in this position, although such knowledge can be acquired on the job.

Essential Functions

· Answers the telephone and directs calls or messages to the appropriate person;

· Assists citizens with inquiries and complaints;

· All general administrative duties including: mail, filing, typing, computer applications, scanning and ordering supplies;

· Maintains and updates filing, mailing, database systems, and records, either manually or using computer-related software to update information;

· Prepares letters, memorandums, reports and other forms;

· Enters data and information on computer;

· Uses software to enter and produce correspondence, logs, memos, reports, tables, and financial schedules; completes research of items to determine appropriateness;

· Maintains inventory of county records including equipment, vehicles, supplies, and other county purchased items;

· Maintains files in an orderly accessible manner;

· Monitor’s office supplies and orders supplies when necessary;

· Prepares receipts, invoices, statements and collects fees;

· Prepares reports and mails statements and billings;

· Maintains records of department work orders;

· Schedules and coordinates training for personnel;

· Receives reports and disseminates information to appropriate personnel;

· Organizes and coordinates information for meetings and presentations;

· Complies with all county wide and departmental policies and procedures;

· Exhibits positive attitude towards position, co-workers, supervisory personnel and members of the general public.

Secondary Functions

· Assists R&B Office Manager with timesheets, accounts payable and accounts receivable as requested;

· Attends meetings and trainings, as required;

· Performs janitorial, sanitation and related tasks within the administrative offices and restrooms;

· Performs other related duties as deemed necessary or as required.

Knowledge

· Knowledge of general office procedures and practices;

· Knowledge of bookkeeping principals and computer applications;

· Knowledge of applicable federal, state, county and municipal laws, rules, regulations, codes and/or statutes, processes and procedures;

· Knowledge of applicable departmental policies, procedures and regulations;

· Knowledge of principles and procedures for providing internal and external customer service; this includes assessing the needs of both to meet quality standards for services and to provide high levels of customer satisfaction.

Skills

· Prioritizing work assignments and projects as well as establishing standards to use and implement;

· Mathematical and organizational skills;

· Problem solving exists in this position; problems include handling citizen’s complaints and concerns;

· Decision making exists in this position; decisions include establishing job priorities;

· Good oral and written communication, interpersonal, and customer service skills.

Abilities

· Ability to follow oral and written instructions;

· Ability to operate a computer, copier, fax machine, calculator, and other related office equipment;

· Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals;

· Ability to multi-task;

· Ability to maintain effective working relations with supervisors, peers, public officials and the general public;

· Ability to establish and maintain effective working relationships with county employees within administration, staff members and from other departments;

· Ability to handle citizen concerns and complaints effectively;

· Ability to speak clearly and persuasively in positive or negative situations;

· Ability to write clearly and informatively; edit work for spelling and grammar; vary writing style to meet needs; present numerical data effectively, and read and interpret written information.

Required Education and/or Experience

· High school diploma or GED;

· Six months to twelve months or more experience in clerical, secretarial, or administrative work; preferred

· Or equivalent combination of education and experience.

Working and Physical Conditions

· Position functions primarily in an office setting;

· Communicate effectively in person, on the radio or telephone; make and receive phone calls;

· Use hands and fingers to handle or feel objects, tools, or controls and to reach with hands and arms;

· Employee must occasionally lift and/or move up to 50 pounds;

· Vision abilities required include close vision and the ability to adjust focus;

· Mobility to complete errands, flexibility of body and manual dexterity;

· Hand/eye coordination adequate to use office equipment as assigned;

· Occasional exposure to environmental conditions;

· Occasional exposure to vehicle fumes and noise;

· Occasionally works with or near moving mechanical equipment and is occasionally exposed to fumes or airborne particles and toxic or caustic chemicals;

· Occasionally subject to noise in the work environment.

Special Requirements

· Must pass background check; no felony convictions or disqualifying criminal history;

· Must pass post offer physical and drug screen.

Job Type: Full-time

Pay: From $15.50 per hour
