MSHS specializes in the overhaul, repair, maintenance and testing of diesel engines, turbochargers, and filtration equipment. Summary:
The Manager of Purchasing is responsible for supplier performance, and to lead a team of buyers and coordinators to achieve on time delivery. The job involves the day-to-day management of vendor performance, reviewing and improving vendor contracts, preparing for supplier reviews, and arranging cost-effective logistics flows of goods to destination. This role will own the purchasing for all categories of spend, to include services, inventory, and all supplies, both direct and indirect. Process ownership ranges from internal requisitions to vendor payments. Ensuring quality control and adhering to MSHS’s policies and procedures on supply chain management will be a main priority when carrying out this role.

Duties & Responsibilities
  • Developing purchasing strategies and processes that are inventive and cost-effective.
  • Responsible for overall vendor management, including vendor score cards
  • For indirect, conduct sourcing and engaging reliable suppliers and vendors.
  • Negotiating with suppliers and vendors to secure advantageous terms.
  • Reviewing existing contracts with suppliers and vendors to improve terms
  • Building and maintaining long-term relationships with vendors and suppliers.
  • Maintaining the contract archives and summarized file of all contracts, with all key attributes associated.
  • Tracking inbound purchase orders and confirming delivery dates of goods and services.
  • Performing risk assessments on potential contracts and agreements.
  • Controlling the procurement budget and promoting a culture of long-term savings
  • Overseeing the ERP purchasing systems and upgrades
  • Preparing procurement reports and KPI’s daily, and track personnel productivity ensure a balanced workload in the team.

Management Responsibilities
  • Provide oversight and direction to direct reports in accordance with the organization's strategy, goals, policies, and procedures.
  • Work with Human Resources staff to recruit, interview, select, hire, and employ an appropriate number of employees.
  • Coach, mentor, and develop staff, including overseeing new employee onboarding and providing career development planning and opportunities.
  • Empower employees to take responsibility for their jobs and goals. Delegate responsibility and expect accountability and regular feedback.
  • Foster a spirit of teamwork and unity among department members that allows for disagreement over ideas, conflict and expeditious conflict resolution, and the appreciation of diversity as well as cohesiveness, support, and working effectively together to enable each employee and the department to succeed.
  • Consciously create a workplace culture that is consistent with the overall organization's and that emphasizes the identified mission, vision, guiding principles, and values
  • Lead employees using a performance management and development process that provides an overall context and framework to encourage employee contribution and includes goal setting, feedback, and performance development planning.
  • Lead employees to meet the organization's expectations for productivity, quality, continuous improvement, and goal accomplishment.
  • Provide effective performance feedback through employee recognition, rewards, and disciplinary action, with the assistance of Human Resources, when necessary.
  • Maintain employee work schedules including assignments, job rotation, training, vacations, and paid time off, telecommuting, cover for absenteeism, and overtime scheduling.

Required Knowledge, Skills, and Abilities
  • Highly Proficient in MS Suite (Word, Excel, Outlook, and Access).
  • Highly proficient in ERP platforms
  • Contracts - in-depth knowledge reviewing contracts and negotiating terms.
  • Excellent graphic visual skills, creating charts and graphs that tell a story
  • Excellent written and verbal communications
  • Deal effectively with unstructured problems and situations.
  • Anticipate stakeholder needs, discuss potential solutions, even before the stakeholder realizes they are required.
  • Experience using supply chain management software and tools
  • Management and leadership skills.
  • Multi-tasking and time-management skills, with the ability to prioritize tasks.
  • Highly organized and detail oriented.
  • Excellent analytical and problem-solving skills.

Education and Experience Requirements
  • 7+ years as a manager in purchasing/supply chain/vendor management
  • Bachelor’s degree in supply chain management, logistics, or business administration.
  • Proven experience designing procedures and leading change
  • Superior skills in staffing a department (recruiting, interviewing, training, retaining)

  • This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopies, filing cabinets, and scanners.
