Computer World Services is seeking a Program Manager to support the Department of State (DoS) Bureau of Intelligence and Research (INR), as well as other Department intelligence stakeholders, with a streamlined and efficient ability to acquire a range of human centric solution design and development services that will enable innovative and efficient information technology (IT) solution development support enabling the Department to achieve intelligence mission objectives. The Intelligence Development and Enterprise Applications (IDEA) contract enables service providers to capture technology requirements; develop solutions which enhance capabilities to intake, store, process, enrich, and share intelligence information; plan service transition and training activities supporting solution implementation; and guide the implementation and maintenance of solutions across the full system lifecycle.

Program objectives include information technology support services to include software engineering support, system integration, operations (including security) and maintenance (O&M) support, solution development, business analysis, and senior enterprise application user support across all enterprise applications to support the INR Technology Innovation Office (INR/TIO) information technology requirements.

The successful Program Manager will be able to provide the full range of program management support for all active task orders awarded under the IDEA contract. The program manager will oversee the performance of all active task orders to ensure contract and task order compliance, on-time delivery, and the efficient and effective application of qualified personnel, and adjustments as appropriate when requirements surge and ebb over the lifetime of the contract.

Key Tasks and Responsibilities

  • Develop and implement a flexible staffing plan to recognize, anticipate and align with the fluctuations and shifting priorities related to the support requirements for each awarded task order
  • Manage and coordinate a project staff with an effective balance of on and off premises support, leveraging cloud environment to the extent practical. Given physical capacity limitations with on-premises facilities, on-site support will be limited and will be based on specific security or physical on-site needs
  • Collaborate closely with the COR and GTM to ensure performance under this contract is fully integrated and efficiently delivered consistent with the defined work scope of the awarded task orders.
  • Responsibilities include staffing selection and assignment, overseeing the integration of staff into assigned projects, cost control, schedule management to ensure on time delivery, and implementing consistent quality assurance across all task orders.
  • Responsible for providing tracking across the full contract effort, ensuring that resources are appropriately allocated and ensuring.
  • Provide timely and complete fulfillment of deliverable requirements.
  • Provides technical, managerial, and administrative direction for projects.
  • Coordinate Transition-in and task start-up consisting of planning for a smooth and prompt initiation of the new project work and the effective planning for staffing, security, and onboarding requirements. Responsible for overseeing the implementation of task order level staffing and onboarding plans to meet the task order performance requirements.
  • Develop and maintain Project Management Plans, Risk Management Plans, and recurring weekly and monthly status reports. Monitors project milestones and evaluate and manage risk.
  • Facilitate communication among stakeholders and maintain a high level of performance coordinating contract-related work.
  • Act as the primary technical and managerial interface between the company and the Contracting Officer’s Representative (COR).
  • Manage and oversee all aspects of technology project to ensure it is completed on-time and within budget.
  • Maintain overall responsibility for managing scope, cost, schedule, internal staffing, vendors, and contractual deliverables.
  • Incorporate corporate quality assurance practices into program and project management activities and develop quality control measures and standards to facilitate quality project deliverables.

Job Requirements:

Education & Experience

  • Requires a BS degree
  • At least 15 years of total experience.
  • At least 1 year of experience working with the intelligence community (IC).
  • At least 3 years of experience implementing agile software development projects.
  • Experience desired with some of the similar technologies used within the DoS INR environment: ASP.NET applications, Microsoft IIS, Microsoft SQL Enterprise, Team Foundation Server / Azure DevOps, Microsoft SharePoint Farm, Tableau, VBA and Powershell Scripts, and Microsoft Access
  • Experience desired in operational environments that include developing software systems from scratch with custom coded applications, and applications built upon no-code/low-code technologies.
  • Experience managing remote telework teams

Certifications (Applicable certifications are desired.)

Examples include:

  • Project Management Professional (PMP) [desired]
  • Agile Certified practitioner (ACP) [desired]
  • ACMP Certified Change Management Professional (CCMP) [desired]

Security Clearance

  • TOP-SECRET clearance with ability to obtain SCI.

Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)

  • Expectation is work will be performed primarily at telework location 90%, with some local travel for work, meetings, and briefings at DoS facilities in Washington DC Metro Area
