• Provide direct support to the Program Office on all program aspects to include project management, budgets, schedules, contracts, and requirements development.
• Develop forecast assessments, documentation, and briefs for program efforts.
• Create long-range strategy documents/briefs for Program Objective Memorandums (POMs), Congressional Staffer Briefs, Budgets, Acquisition Strategy Reviews (ASRs), and Acquisition Plans (APs).
• Track financial Obligations and Expenditures rates and provide time-critical responses to Navy Leadership budget queries.
• Plan, manage, and draft technical and contract reporting requirements. Generate and review documentation to include Statements of Work (SOWs), contracts/Basic Ordering Agreements (BOAs), Justification and Approvals (J&As), Determinations & Findings (D&Fs), and Contract Data Requirements Lists (CDRLs).
• Perform technical reviews on Commercial Vendor proposals to ensure proposals are meeting Program Office requirements and scope.
• Knowledge/user of NAVAIR Common Spend Plan Tool (CSPT), Navy Enterprise Resource Planning (ERP), Procurement Management Tool (PMT), and Team Work Book (TWB) databases.
• Other responsibilities include the day-to-day management, populating, extracting, and interpreting data products from these databases.

Qualifications:

• Active Secret or Interim Secret Clearance with the ability to obtain a TS/SCI
• A Bachelors of Science in Business or Technical Management is preferred
• Proficient in Microsoft Office Suite(Word, Excel, Access, Outlook, & PowerPoint) and Microsoft Project.

Required Skills/Experience:

• Experience with NAVAIR programs and managing NAVAIR contracts/budgets.
• Experience acquiring hardware for structural aircraft modification and reviewing vendor proposals.
• Familiar with Dynamic Object-Oriented Requirements System (DOORS).
