Summary

Reporting to the Supply Chain Compliance Officer, the Procurement Agent Senior is responsible for performing all aspects of formal and informal procurement and contracting activities related to the acquisition of commodities, goods, equipment, and services. Responsible for providing procurement support to department leadership as well as senior level procurement and contracting expertise and consultation in support of all procurement needs and requirements. Responsible for full contract life-cycle management of contracts for assigned program or procurement projects and may be responsible for implementation of strategic and corporate procurement initiatives. Provides administrative support and consulting services as part of the team of employees responsible for administering a $180+ million annual operating budget and $300+ million annual Airport Capital Improvement Project program. Independent judgment and initiative are exercised, within established guidelines, to complete assignments. Work involves extensive contact with the public, Airport tenants, local government peers and co-workers. Work is performed independently and evaluated by review of records, reports, and discussion.

Major Duties and Responsibilities

1. Procures materials, supplies, equipment, and services for assigned area.
2. Provides financial oversight, data maintenance, and compliance oversight of active contracts and responds to contract inquiries.
3. Participates in the solicitation process, coordinates procurement activities, prepares contracts, obtains quotes, and assists with the preparation of Request for Proposals (RFPs), Invitations to Bid (ITBs), and Request for Qualifications (RFQs).
4. Takes part in drafting solicitation documents and facilitating informal and formal solicitation processes.
5. Assists in developing contracts and managing solicitations. Creates and maintains database of all service contracts including maintenance, construction, and professional services.
6. Collaborates with Project Managers to develop requests for Council action for City Council approval.
7. Attends meetings with internal staff and external stakeholders. Serves as liaison between stakeholder departments and vendors.
8. Reviews and approves requisition entries, contract entry, contract change orders, purchase orders, purchase change orders, encumbrances, liquidations, and receiving.
9. Provide information and assistance to the public, vendors, consultants and contractors, including technical information such specifications, solicitation, contract and purchase order documents as requested.
10. Coordinate the receipt and maintenance of certificates of insurance for all open and active contracts and purchase orders.
11. Respond to public information requests.
12. Collaborate in maintaining and monitoring business diversity program requirements.
13. Performs other duties as assigned.

Preferred Qualification

Bachelor’s degree with major coursework in business administration, procurement, purchasing, supply chain or related field and two (2) to three (3) years of relevant progressively responsible experience required.

Experience to include use of Microsoft Office Suite and Adobe software, record keeping, and preparing correspondence. Experience preparing a wide variety of applications, reports, and contracts for highly regulated government programs is preferred. Supply and/or Procurement certification (CPPB, NIGP-CPP CPSM, etc.) desired.

Minimum Qualifications

High school graduate or equivalent and seven years relevant experience.

Or

Associate degree and five years relevant experience.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
