The OSHR Talent Acquisition Team is seeking an experienced, strategic talent acquisition consultant who will play a key role in collaborating with agencies, universities, and other key stakeholders to administer programs, policies, and technologies that build, support and sustain a comprehensive and effective recruitment strategy for the State of North Carolina.

The Lead Talent Acquisition Consultant will be serving as a statewide consultant to talent acquisition teams and recruiters at state agencies, universities, boards, and commissions. As a member of the OSHR Talent Acquisition team, the primary responsibilities will be:

  • Providing agency, university, and OSHR internal clients with consultative services around recruitment policies, related laws, general statue, administrative codes, and compliance.
  • Key administrator for the Applicant Tracking System (ATS) responsible for assessing and implementing ATS enhancements; identifying and developing relevant training as well as assisting in providing system training to new users; providing support and consultation to agency ATS users about system use/practices.
  • Developing and revising Talent Acquisition policies and procedures to stay current with new and changing laws, new Executive Orders, and emerging best practices.
  • Developing and providing training on new/updated policies and procedures
  • Conducting analysis and producing key reports on recruitment metrics that are used as input/support for statewide HR initiatives.
  • Providing guidance, strategy, and custom solutions to agencies to support their outreach and recruiting efforts.
As a State Talent Acquisition Consultant, you will be a member of a four-person talent acquisition team who work together to provide guidance and support for statewide Talent Acquisition initiatives to attract a diverse, qualified applicant pool for careers with the State.

The Office of State Human Resources (OSHR) serves as the "Center of Human Resources Expertise" for the State of North Carolina through an integrated, professional Human Resources Team that is collaborative, strategic, and customer-focused, and supports state government efforts to attract, retain, develop, and motivate a high-performing, diverse workforce.

This position is eligible for Telework.

Knowledge, Skills and Abilities / Competencies

  • Experience sourcing and recruiting applicants.
  • Experience developing recruitment plans and initiatives.
  • Strong knowledge of and experience working in an Applicant Tracking System and providing user training.
  • Extensive experience interpreting and providing guidance on federal and State laws, policies, and practices governing talent acquisition.
  • Demonstrated experience developing and delivering training programs with individuals, small groups, and in front of large audiences.
  • Working experience in developing and writing policies and procedures.
  • Demonstrated experience gathering, analyzing, and interpreting recruitment data.
  • Proven experience communicating with and building partnerships with a variety of different internal and external stakeholders.
  • Proven ability to manage multiple tasks and concurrent talent acquisition projects.
  • Proficiency with Microsoft products including but not limited to Word, Outlook, Excel, PowerPoint, OneNote, SharePoint, or comparable alternatives.
Management Preference:
  • Experience working with the ATS - NEOGOV.
Classification / Grade: State HR Consultant III / NC20

Minimum Education and Experience Requirements

Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution and 5 years of experience required; or High school or General Educational Development (GED) diploma and 8 years of progressive experience in Human Resources; or equivalent combination of education and experience.
