PSE's Human Capital Services team is looking for qualified candidates to fill an open Labor Relations Advisor position!

Job Description

This position is responsible for the day-to-day administration and implementation of policies and programs covering labor relations. Provides assistance cross-organizationally to facilitate labor management meetings, interpreting collective bargaining agreements, resolving grievances, and assisting employees and management on labor matters. Performs a variety of job functions to facilitate delivery of labor relations programs and activities. Coordinates activity with internal and external legal counsel as required.

Job Responsibilities

  • Resolves labor relations issues of lower to moderate complexity working under the guidance of the Labor Relations Program Manager. Ensures compliance with local, state, and federal employment laws and regulations.
  • Researches, documents and coordinates efforts associated with labor contract arbitrations, grievances, administration of discipline, labor management meetings, and negotiations.
  • Support labor negotiations with analysis, including cost implications and summarizing the status of negotiations and company/union positions.
  • Develops relationships and open communication with local union business representatives, employees, and management.
  • Partners with the Labor Relations Program Manager and management on information requests, case research, participation in negotiations sessions, grievance meetings, and arbitration hearings.
  • Administers the provisions of collective bargaining agreement(s), provides contractual interpretation to employees and management.
  • Serves as management's representative in matters relating to employee and labor relations on adverse actions, leaves, and grievances.
  • Coordinates and participates in on-going labor/management committees with the assistance of HR Advisors.
  • Works with the recruiting and staffing team with regard to the bid process and seniority tracking.
  • Requires ability to drive to multiple work locations within PSE’s service territory as needed to meet with employees, supervisors, and managers.
  • Delivers labor relations related trainings as required.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor's degree in related field and 5 years progressive experience and responsibility in labor relations, employee relations, and administration roles, or an equivalent combination of education and work experience.
  • In depth knowledge of labor relations record keeping, practices and systems.
  • Advanced understanding of local, state, and federal employment law.
  • General knowledge of the full range of employment laws and labor laws.
  • Excellent communications skills (oral, written, listening).
  • Ability to work both independently and as part of a team.
  • Ability to work in a fast-paced and changing environment.
  • Strong analytical and problem solving skills.
  • Ability to coach, mentor and influence others.
  • Ability to organize and prioritize multiple priorities of work.

Desired Qualifications

  • Advanced degree (M.A.) or graduate work in HR-related field and/or PHR, SPHR, SHRM-CP or SHRM-SCP certification.
  • 7 or more years related experience in HR including employee relations, progressive experience and responsibility in labor relations, employee relations, and administration roles, or an equivalent combination of experience and education necessary to perform the job.
  • Expansive knowledge and experience including recruiting, compensation, leaves and accommodation, and benefits.

The pay range for this position is $85,000.00 - $141,500.00, and this position is eligible for annual goals based incentive bonuses.
