This is a full-time state funded position at the North Florida Research and Education Center in Gadsden County (Quincy) Florida. Incumbent practices and fosters team spirit and positive, productive working relations with colleagues at NFREC.

Human Resources
  • Oversees recruitment efforts for employment by creating or updating position data with Class & Comp, creates and prepares job advertisements and requisitions, conducts previous employment verifications via telephone, requests out of state criminal background checks, and assists faculty in setting up top applicant interviews. Contacts interviewed applicants that are not hired. Updates requisition with interviewed and non-interviewed applicants. Creates letter of offer for State positions and acquires signatures for hire. Submits request for extending or closing of requisitions.
  • Provides guidance and training to administrative staff on HR policies and procedures to ensure university guidelines are followed. Stays abreast of all HR policies and procedures and communicates/explains those policies and procedures to faculty, staff, and students.
  • Processes new hires for Faculty, TEAMS, Student and OPS positions by gathering all new hire documentation and completing information into the UF ePAF system. Completes the pre-employment screening process which includes employment verification, coordinates the new hire and follow-up health assessments, requests and verifies all applicable certifications for new hires, and processes the employment background check. Manages Identity Management Security by applying permissions to resource access in the UF system and assigning identity classifications for new employees. Oversees the activation of Gator Start and Gator Link access.
  • Activates DBT for current and new employees and manages the new year DBT activation process with the assistance of the Accountant I and Research Administrator. Serves as backup for DBT updates during the year.
  • Maintains electronic compliance on Federal required I-9 and e-verify system for all new employees. Maintains re-verification status of I-9 with update(s) in Visa status.
  • Interprets and explains available benefit programs to employees during the onboarding and employment stages. Serves as liaison between the employee and the Benefits Office and resolves all issues related to employee’s benefit status and benefit updates. Also responsible for discussing with the employee their retirement options which includes assisting the employee with retirement applications and required documents for those wishing to join the State of Florida DROP program. Verifies and processes leave cash-out requests for retirees and terminated employees, acts as liaison between the employee and retirement advisors and People First and assists employees with retirement or social security inquiries and issues.
  • Serves as Employee Relations officer to promote employee welfare, such as resolving human relations problems and promoting employee health and well-being. This includes using good judgement and determining the need for HR/ER involvement depending on the issue at hand. Provide support and available resources to employees and refers employees to counseling services if needed. Collaborates directly with UF Employee Relations regarding employee issues and disciplinary actions.
  • Terminates positions as needed by gathering required termination information (if required) and processing the termination in the UF ePAF system. Ensures that the termination process is finalized by confirming that all required actions are taken and ensuring that security roles and all access to the UF system is terminated. Notifies IT Specialist of all new and terminated employees for managing Network Manage By (NMBs).
  • Serves on graduate student council and assists with the implementation of policies related to the graduate program. Audits and processes tuitions waivers and stipends for all graduate assistants and processes graduate assistants in the myUFL System for each academic semester in myUFL. Verify LOA and LOO completion and signatures.
  • Oversees the time and labor, leave reporting, and serves as payroll processor for Quincy and serves as the backup payroll processor for Marianna and Live Oak Centers. Interprets established personnel and payroll policies and resolves payroll related issues which includes resolving payroll issues related to Check-Advice Cancellation, On-Cycle Adjustments, Direct Deposit Authorization, Emergency Check Request, Cost Transfer Request, Name Change Request Form, etc. Also includes on-line certification of payroll, preparation of supplemental certification, verification of payroll pay list with departmental records for accuracy and reconciliation, and verification of employee information to ensure accuracy. Coordinates the distribution of pay warrants including maintenance of payroll lists. Maintains a bi-weekly pay period Payroll Cost Distribution Report by verifying information via Enterprise Reporting, assists with the bi-weekly payroll reconciliation process to ensure that payroll expenses are charged to the correct Cost Center. Maintains all supporting documentation for all payroll transactions.

  • Processes all Workers’ Compensation claims with main campus and ensure claims are complete and submitted in a timely manner. Obtains initial injury report, contacts Worker’s Comp on campus and makes physician appointment. Follows up with employee for verification of medical findings and provides information to Gainesville. Verifies all follow-up appointments for employee are kept for State of Florida payments for Worker’s Comp.
International Relations/Processing of F1, J1, H1B, and PR
  • Processes and oversees the application process for International Visas including F1, J1, H1B and Permanent Residency. Collects all required documents for processing from the sponsoring faculty and international visitor. Conducts SDN Search with the OFAC-Sanctions List Search as needed. Manages in-state arrival of foreign visitors once entering the U.S. and submits arrival documentation for approval. Oversees visa and insurance compliance with all visa holders during visit in the U.S. Assists International Services with required processing documentation for employer and employee compliance. Understands and interprets policies and procedures for all J1 Interns during their stay at NFREC.
  • Applies for Temporary Tax (Social Security) number with Tax Services if paid by UF. Processes social security cards once received by the SS Office to Tax Services and Payroll.
  • Processes requests for visa extension and out-of-country travel requests for visa holders. Works with all Core Offices on campus including the UF Attorney’s Office and acts as the Center Liaison to the IFAS Immigration Compliance Office which entails securing all paperwork and fees in a timely manner for Homeland Security processing time frames for H1B and PR Visa’s that is then forwarded to IFAS ICS Office for submission.
Fiscal and Administrative
  • Provides administrative support to director and Administrative Services manager as needed on HR related issues.
  • Assists with the annual space utilization for Quincy.
  • Calculates salaries, SPIs, FTEs, bi-weekly hours with an in depth understanding of all payroll funding sources (E&G, C&G, and Cash-based).


Expected Salary:

$23.94 per hour, commensurate with education and experience



Minimum Requirements:

Bachelor's degree in an appropriate area; or an equivalent combination of education and experience.
