DESCRIPTION

The Health Sciences Sponsored Project Pre-Award Office (HS SPPO) is responsible for reviewing and submitting approximately 2,000 proposals and/or progress reports per year to the National Institutes of Health (NIH).

Under the general supervision of the Interim Director (HS SPPO), the HS SPPO Senior Grant Analyst is responsible for performing varying levels of full-scope review and complex analysis of Health Sciences pre-award research grants for the National Institutes of Health. The incumbent independently reviews proposals to ensure the proper commitment of University resources and to ensure compliance with UC, VC Health Sciences, and sponsoring agency policies and regulations. The HS SPPO Senior Grant Analyst will serve as a subject matter expert and resource to faculty and staff regarding proposal compliance, preparation, and submission and is responsible for the proposal process management. In collaboration with the Interim Director, the incumbent will develop, implement, and co-teach training curriculum for VC faculty, staff, and administrators as well as maintain the HS SPPO Training Resource Library.

The Sponsored Projects Grant Analyst will be independently responsible for a variety of projects and communications related to HS SPPO. Under the direction of the Interim Director, the incumbent will research, analyze, approve and provide recommendations for non-NIH Health Sciences proposals while working in conjunction with the Central Office of Contract and Grants (OCGA). In addition, this position will provide full-scope pre-award fellowship proposal services for a variety of sponsoring agencies to fellows, faculty, and staff in all HS departments and functional areas.

Uses skills as a seasoned, experienced research administrator to independently develop and/or oversee research proposals, awards, and/or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional research sponsor policies. Works on proposals and awards of diverse scopes where analysis of data requires a thorough understanding of complex regulations. Completes and approves transactions for signature by manager or other authorized institutional officials. Works on complex proposals and awards that may involve multiple investigators and/or multiple sub-awards. Guides less experienced staff. Central Role (CR): Is eligible for delegated signature authority (may vary by campus). Department Role (DR): Typically works on complex proposals such as grants/contracts which require task budgets, option years, multiple investigators, and multiple sub-awards.

MINIMUM QUALIFICATIONS

  • Seven (7) years of related experience, education/training, OR a Bachelor’s degree in related area plus three (3) years of related experience/training.

  • Demonstrated knowledge and ability to analyze funding solicitations in relation to receipt of University support from extramural sources.

  • Proven knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Strong experience with research funding mechanisms.

  • Knowledge of policy distinctions between gifts, grants, and contract mechanisms for support of University programs. Ability to interpret the varying objectives and needs of the Investigator and Sponsor in order to advise on the appropriate support mechanisms.

  • Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, conflict of commitment, foreign involvement/collaboration, biosafety, etc.

  • Demonstrated ability to independently resolve potential conflicts with extramural sponsors, as well as with University faculty/ researchers and administrative staff.

  • Ability in financial analysis and budget; effective written communication and ability to draft formal correspondence; and to research, interpret, and develop written policies and procedures.

  • Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration.

  • Technical and business process proficiency in the Microsoft 365 suite of productivity applications such as Word, Excel, PowerPoint, Project, Outlook, Visio, and others as required. Skill and practical experience utilizing enterprise systems such as research administration or financial systems.

  • Experience and skill using workload management, document management and workload tracking systems and dashboards to effectively manage a large volume of transactions at various stages and of various types.

  • Demonstrated ability to adapt, implement, provide input into, and evaluate new procedures, systems and processes.

PREFERRED QUALIFICATIONS

  • Experience with all types of NIH award mechanisms, including grants, subawards, cooperative agreements, other transaction agreements. Demonstrated knowledge of NIH federal sponsor regulations, including OMB Circulars, NIH Grants Policy Statement, and cost-accounting standards.
  • Knowledge of University policies and procedures and ability to interpret said policy for others.
  • Basic ability to read, analyze terms and understand conditions of legal agreements.

SPECIAL CONDITIONS

  • Ability to work various hours during peak deadline periods.

Pay Transparency Act

Annual Full Pay Range: $53,600 - $111,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $25.67 - $53.45

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
