JOB DESCRIPTION

POSITION TITLE: Housing Specialist

DEPARTMENT: N/A STATUS: Full-time; Exempt

OVERALL JOB OBJECTIVE

The primary objective is to maintain a rental assistance caseload and respond to inquiries regarding rental assistance programs. Caseload work will include:conducting applicant interviews; creating and maintaining paper and computer records; generating reports in accordance with DCHP agency standards as well as state and federal regulations, policies and procedures; and monitoring program recipient compliance. Secondary objectives may include financial coaching, pre-purchase counseling and homebuyer education training; Home Equity Conversion Mortgage (HECM) counseling, and performing general administrative tasks.

DUTIES AND RESPONSIBILITIES

· Maintain caseload in accordance with agency standards and federal, state and local regulations, policies and procedures (such as Housing and Urban Development (HUD) and Department of Housing (DOH))

· Monitor changes and maintain knowledge of federal regulations regarding housing assistance programs and keep current regarding programs and information in housing and related fields.

· Conduct intake interviews; conduct background checks; screen and monitor applicants and recipients for program compliance. Determine and notify tenants of eligibility in the intake and re-exam process.

· Create and ensure completion of paper files and computerized records per regulation guidelines.

· Perform annual and interim re-exams; calculate rents; determine eligibility; determine rent reasonableness; generate appropriate reports; conduct HUD and Housing Quality Standards (HQS) inspections.

· Issue and process non-compliance notices and ineligibility notices. Provide and process the Request for Tenancy Approval (RFTA).

· Promote rental assistance programs and encourage landlord participation which may include performing community outreach as necessary to meet program goals.

· Investigate, evaluate, and resolve general complaints from tenants, landlords, neighbors, and the general public, and take appropriate corrective measures; provide referrals to other agencies as appropriate.

· Respond to inquiries about housing programs via phone and email, greet office visitors, perform general administrative tasks such as filing, handling mail, preparing documents, and provide customer service.

· Assist the Programs Manager in the preparation of quarterly, semi-annual, and annual reports.

· Perform other duties as assigned.

· Regular and predictable attendance is required.

REQUIRED QUALIFICATIONS

· Understand federal, state, and local Fair Housing laws and their application in housing and administering rental assistance programs.

· Familiarity with single and multi-family program servicing practices.

· Familiarity with calculating income in affordable housing or assistance programs.

· Demonstrated time management and organizational skills, and strong attention to detail. Commitment to transparency and integrity.

· Adaptability in work approach. Knowledge of, and use of, good customer service skills. Ability to work independently and to assume responsibility for the completion of complex workload without close supervision.

· Familiarity with Office365 programs such as Word, Excel, PowerPoint, Access, Teams, and Outlook.

· Willingness to learn and utilize new technologies as requested.

EDUCATION

High School Diploma or equivalent required. College Degree preferred.

DESIRED QUALIFICATIONS

· Three years of work experience in rental assistance administration, such as housing choice vouchers (HCVs), or property management, or housing counseling or related field. HUD-certified Housing Counselor designation preferred.

· Bi-lingual candidates who speak fluent Spanish will be strongly considered.

· Willingness to handle many varied tasks and assignments in this small agency. Possess a demonstrated ability to organize, problem solve, and provide results in a professional environment.

· Experience working with, or advocating for, low- and moderate-income housing citizens with lenders, builders, elected officials, and business or civic groups. Knowledge of community resources and ability to foster positive relationships with community partners.

· Knowledge and/or experience working with individuals with special needs such as people with disabilities, people who have experienced homelessness, and seniors.

WORKING CONDITIONS

· Physical Demands: This position works out of the DCHP main office. Limited work from home options may be available (after onboarding training, etc. and with the approval of the supervisor and Executive Director). This position may involve some travel between the DCHP main office and other offices where business is conducted. Travel to conduct site inspections may be required. There may be an occasional need to lift up to 10 pounds and to work in inclement weather. Office work is primarily sedentary but requires the ability to lift a maximum of 10 pounds; occasional lifting, carrying, walking, and standing; frequent hand/eye coordination to operate the computer and office equipment; heavy typing and data entry is required; vision for reading, recording, and interpreting information; speech communication and hearing to maintain communication with employees and residents.

· Work Environment: At locations throughout Douglas County, staff may on occasion encounter fumes and/or loud noise. Works in a clean, comfortable environment in the office. Possible exposure to emotionally distressing situations.

· Machines and equipment used in work include, but are not limited to the following: Standard office equipment, personal vehicle, computer, Office365 (Teams, OneDrive, Outlook, Planner, SharePoint, etc.), telephone and cell phone, photocopy machine, projection equipment, facsimile machine, and calculator.

This is a full-time, exempt position. Two pay periods per month. Hiring range: $48,000-$62,000. Position range: $48,000-$62,000.
