Job Description Summary

The Executive Director is responsible for the overall direction of the hospice services. He/she is responsible for the employment of qualified hospice personnel; is responsible for the provision of hospice services, directly, and the delegation to and coordination of hospice personnel evaluations; is responsible for maintaining standards of care to comply with federal and state and ACHC regulations. The Executive Director/Administrator establishes, implements, and evaluates goals and objectives for hospice services that meet and promote the standards of quality care and customer service.

Essential Job Functions/Responsibilities

1. Participates in operational planning and budgeting.

2. Ensures that care is in accordance with Medicare, Medicaid, ACHC, Federal and State guidelines.

3. Ensures standards of ethical business and clinical practice are maintained.

4. Demonstrates exceptional service to patients, families, referral sources, co-workers and other customers. Assists team members as needed to ensure that this level of service is consistently provided.

5. Monitors business operations to insure financial stability.

6. Oversees and participates in Administrator on-call rotation.

7. Monitors operational progress toward accomplishing operational and strategic goals.

8. Evaluates hospice services and personnel using measurable outcomes and objectives. Ensures compliance with the organization’s Performance Improvement program.

9. Ensures follow-up on any patient, employee, or customer complaints/concerns.

10. Establishes and maintains effective, open channels of communication. Fosters a no-blame culture that encourages reporting of safety and quality of services issues.

11. Ensures adequate and appropriate staffing and staff supervision.

12. Participates in the hiring process and ensures performance of annual employee performance evaluations.

13. Ensures complete, appropriate and adequate staff development including orientation, in-service, continuing education, competency testing, and quality assessment performance improvement.

14. Conducts regular staff meetings and maintains minutes.

15. Ensures that interdisciplinary care is provided and that Interdisciplinary Group (IDG) meetings are conducted timely and records are maintained.

16. Ensures updated policies, forms and job descriptions are reviewed with appropriate staff and utilized in the office.

17. Directs staff in performance of their duties including admission, discharge, transfer, revocation, and provision of service to patients.

18. Ensures services provided by other agencies are authorized by hospice.

19. Ensures that all invoices are reviewed, approved and forwarded to the Corporate Office timely.

20. Ensures appropriate data collection and regular, complete reports are received by the Governing Body.

21. Ensuring adequate space, equipment and supplies are available.

Position Qualifications

Must be a full time employee and reside within the geographic service area of the agency. Must have a minimum of two years of hospice/home health management experience. Must have a good working knowledge of hospice federal and state guidelines as well as Medicare and Medicaid hospice payor requirements. Registered Nurse strongly preferred. Bachelor's degree preferred. Must have a demonstrated ability to supervise, direct, and motivate professional and administrative personnel. Must have the ability to deal tactfully with the community and have knowledge of corporate business management. Must be able to communicate an understanding of hospice care and the services provided to patient and family/caregivers through an interdisciplinary group. Maintains a current CPR certification. Must be a licensed driver with an automobile that is insured in accordance with state and/or organization requirements and is in good working order. Demonstrates excellent observation, problem solving, verbal and written communications; skills per competency checklist. Shows ability to organize and prioritize workload Independently. Works indoors in patients’ homes. May be required to work in undesirable areas. Possibility of strains due to moving patients.

Continuing Education Requirements: Organization personnel are expected to participate in appropriate continuing education as may be requested and/or required by their immediate supervisor This position requires a minimum of 8 education hours. In addition, organization personnel are expected to accept personal responsibility for other educational activities to enhance job related skills and abilities. All personnel must attend mandatory educational programs.

ENVIRONMENTAL AND WORKING CONDITIONS

Environmental Conditions: May be exposed to extremes of heat and cold in all weather conditions. May be required to drive in various weather conditions on roads in varying degrees of repair.

Working Conditions: May be exposed to infections and contagious diseases. Contact with patients under a wide variety of circumstances. Subject to varying and unpredictable situations. Handles emergency or crisis situations. Travel required.

OSHA exposure category: Category I – Position includes tasks that involve exposure to blood, body fluids, tissues.

Equipment: As required by working conditions.
