HCA Program Supervisor II

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.
This recruitment is open to the public for a minimum of five (5) business days and will remain open on a continuous basis until 11:59 p.m. (PST) on the day the County's needs are met. Applicants are encouraged to apply immediately.

This recruitment will establish an open eligible list. This list will be used to fill current and future HCA Program Supervisor II positions within the Health Care Agency. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

HEALTH CARE AGENCY
The County of Orange, Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of seven (7) service areas - Administrative and Financial, Correctional Health, Director's Office, Medical Health, Mental Health and Recovery, Public Health, and Strategy & Special Projects - is committed to meeting the health needs of the diverse Orange County community.

THE DEPARTMENT
Through assessment, policy development and assurance, Public Health Services (PHS) provides a wide range of services aimed at reducing death and disability by reducing the transmission of communicable diseases, preventing and lessening the impact of chronic diseases, and ensuring healthy and safe environments.

THE PROGRAM
The Local Oral Health Program (LOHP) is a unit under Health Promotion that is funded by the State of California’s Office of Oral Health with funds from Prop. 56 Tobacco Tax. The mission of LOHP is focused on improving the oral health of community members by focusing on system changes that reduce barriers to care, increase access, and ultimately improve oral health outcomes. LOHP hopes to achieve these goals by implementing the strategies laid out in the Orange County Oral Health Strategic Plan which was locally developed and based on guidance from the State and Centers for Disease Control and Prevention (CDC).

LOHP is focused on strategies that include the following:
  • Implementation of a school-based dental program with education, assessments, and linkage-to-care for those children and/or families without a dental home
  • Increase number of water systems that report optimum fluoridation levels
  • Lead an Oral Health Collaborative of providers, community-based programs, and stakeholders that focus on increasing utilization of dental services, decreasing tooth decay, and public awareness and knowledge of oral health
  • Coordination of medical and dental service integration strategies
THE OPPORTUNITY
The HCA Program Supervisor II position is responsible for supervising and supporting a multidisciplinary team responsible for strategic planning, program implementation, grants and contract management, and quality management for state-funded services. Incumbents are also responsible for a highly visible, complex program with a broad impact on the community or target population, requiring liaison relationships of a significant and far-reaching nature.

The duties and responsibilities for the HCA Program Supervisor II position include but are not limited to the following:
  • Lead Oral Health collaborative meetings including the development of meeting materials, presentations, and follow-up
  • Oversee the implementation of school-based services, oral health assessment data reporting, and outreach events
  • Coordinate the compilation and submission of grant applications, budgets, reports, and other requirements
  • Participate in local and statewide collaborative meetings
  • Develop Agenda Staff Reports and grant reports for Board of Supervisor requirements.
  • Assist with recruiting, hiring and supervising staff, which includes assigning job duties, evaluating job performance and problem-solving program issues
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will have one (1) year of community planning experience. A master’s degree in Public Health, Public Administration, Social Work, or related field is preferred, but not required.

The ideal candidate will have extensive knowledge and/or experience in the following core competencies:

    • Understanding and implementing program and policy developments surrounding relevant public health local, state, and federal laws and legislation
    • Understanding epidemiological terminology and calculations
    • Understanding and applying public health policies and best practices in areas such as oral health, nutrition services, community engagement, and program planning and evaluation
    • Strong knowledge of laws, regulations, policies, and procedures concerning grant management and administration, and program planning
    • Ability to use Excel, PowerPoint, Canva and Qualtrics Surveys to create presentations, charts, and graphs
    • Understanding and utilizing Microsoft Office Suite and/or comparable programs with advanced proficiency

    • Fostering a collaborative approach across all service functions that supports compliance and quality improvement efforts, provides information necessary for decision making and engages all levels of participants in contributing to the process
    • Supervising various levels of program, clinical and support staff as well as partnering with Human Resource Services on staff management issues
    • Training, developing, delegating assignments, evaluating staff performance, team building, and setting team objectives and standards with minimal direction and control
    • Working collaboratively with direct reports to align personal development and goal achievement with business objectives
    • Ability to plan, organize, supervise, and direct the activities of a variety of staff
    • Utilizing County Policies and Procedures, Memorandum of Understanding, and Health Care Agency Code of Conduct to complete staff performance reviews, Performance Incentive Plans, and recruiting responsibilities

    • Developing and delivering effective written and verbal communication with various audiences, i.e. healthcare providers, service providers, vendors, executive management, and other public entities

    • Creating rapport and negotiating with vendors/department staff
    • Collaborating with social services, County PHS contract agencies and other stakeholders as it relates to public health services

Physical & Mental Requirements
Vision sufficient to read standard text, read a computer monitor and to drive; speak and hear well enough to communicate clearly and understandably in person, over the telephone and in small groups; independent body mobility to stand, sit, walk, stoop, and bend to access a standard office environment; manual dexterity to use hands, arms and shoulders repetitively to operate a keyboard, to write, and drive a vehicle.

Environmental Conditions
Work in an office environment; drive to community sites and to meetings; work evenings/weekends to attend meetings/special events, as needed. The ability to work in the field and interact with the public, other County employees, including supervisors and managers, staff and management in other governmental and regulatory agencies, and service providers in a variety of situations.

RECRUITMENT PROCESS

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
