Reviews and audits payroll, accounts payable, receivables, grants, cash receipts and reconcile sub-ledgers to the general ledger.

Post sub-ledgers to the general ledger and post reconciling journal entries to balance and closes the general ledger each month.

Supervises accounting clerical staff.

Performs a wide variety of general accounting functions including preparation, review, and approval of journal entries, month-end closing processes, year-end schedules and reports, debt schedules, independent audit coordination, assist auditors from other agencies, budget monitoring, and chart of accounts control.

Assist Finance Director in budget planning and control, cash management, treasury, supervises the accurate completion of the day-to-day functions of the accounting department and preparing cost report. Ensures complete, accurate, timely and consistent financial reporting. Ensures compliance with organizational and government policies and procedures.

Oversees calculating, posting, verifying, and typing duties to obtain and record financial data for use in maintaining accounting and statistical record.

Reviews general ledger accounts, balance sheet and income statement schedules and the required adjusting journal entries for accuracy and completeness.

Take care of scheduling jobs and delegating duties to accounting department employees.

Supervise and responsible for all compliance issues – DMH audit; insurance career audit; payroll audit.

Summary Statement

Reporting to the Chief Financial Officer, the Financial Analyst is responsible for the coordination, compilation and analysis of financial and cost information for the agency. The Financial Analyst will support the strategic planning, and analysis processes for the department and will act as liaison for financial data and processes to management at all levels. The position works to ensure the accuracy of financial data, assists in the preparation of statistical information and reports for management and conducts other special projects as needed. The Financial Analyst will also play a key role in developing financial models for growth opportunities. Position will interact with employees at all levels in the organization, external clients, and vendors

Must understand and maintain client, employee and agency confidentiality, and exercise a common sense understanding in carrying out directions and/or instructions, both written and oral, and in their handling of routine problems/situations. Work independently with minimal supervision to manage several projects simultaneously.

Regular attendance is an important factor in employee’s job performance in order for The Guidance Center to maintain efficient operations. When employees are absent, schedules and commitments fall behind, and other employees may need to assume added workloads. Employees are expected to report to work as scheduled and on time.

Qualifications

Bachelor’s Degree in Accounting, Finance, or related field. Minimum four years progressively responsible experience in financial analysis, in a non-profit setting. Experience with grant management preferred. Intermediate to advanced MS Excel skills (Lookups, PivotTables, Macros, etc.) required as well as proficiency with Word and PowerPoint. Access experience preferred. Strong analytical skills to understand the root cause of variances. Ability to ensure reliability and accuracy of regular reports. Detail-oriented, excellent organizational and communication skills, both written and verbal. Ability to handle deadlines and multiple projects concurrently.

Must have vehicle and maintain a valid CA driver’s license and automobile insurance, or other reliable transportation to travel to cities in Long Beach, San Pedro, Compton, or other areas in which the Center does business.

Must have experience working with DMH, grants, and donations.

Responsibilities

  • Prepares, analyzes, and reconciles all financial statements and related reports including but not limited to balance sheets, income statements, cash-flow reports, budgets, comparative analysis and variance reports.

· With an emphasis on forecasting, analyzes current performance through the creation and monitoring of metrics, and conducts prospective and ongoing economic analysis of services per funding sources.

  • Assists with all budget process activities; forecasts all company operational and financial aspects.
  • Monitor government contracts and private restricted funding to ensure full utilization financially. Assist with DMH reporting including, but not limited to, beginning, mid-year and final Service Delivery Plans. Assist with annual DMH Cost Report, G/L data and actual cost.

· Responsible for ensuring data integrity and accuracy of information provided to management and response to team questions.

· Assists in the development of the long-range financial plans and continuously analyzes operating financial results. Works closely with other departments within the organization to ensure that strategic initiatives are achieve.

· Assists in the development of the annual budget and analyzes actual and budgeted figures on an ongoing basis. Creates and maintains detailed budgeting templates.

  • Reviews and prepares reports from various insurance invoices in order to determine the cost to each program.
  • Complete EDD Census report online and prepare economic census to Department of Labor.
  • Assist with CPA auditors’ preparation of data for annual audit and Form 990 filing.
  • Assists with special projects as required. Prepare, as needed, schedules and analysis that may be required by Management in a timely manner.
  • Knowledgeable of, or possess the ability to learn and adhere to the prevailing governmental laws and regulations regarding employee/patient’s rights to confidentiality and limits thereof including compliance with HIPAA, federal and state laws.
  • May be asked to deliver or pick-up important documents from/to other agencies in the greater Long Beach/downtown Los Angeles area.
  • As a member of The Guidance Center, there is also a requirement to keep abreast of HIPAA security rules, and relevant regulatory body’s administrative, physical, technical and security guidelines and laws as relevant to scope of responsibilities.

PHYSICAL DEMANDS: While this position commonly entails 85% sitting and the remaining time standing or walking, the following physical demands could be associated with this position: Lifting or carrying up to 20 pounds. Using cart/dolly for pushing or pulling up to 30 pounds (i.e. boxes of brochures, supplies, and cases copy paper) Stooping, kneeling, crouching, climbing or reaching.
