FosterHope Sacramento is a private non-profit foster family agency which has serviced the greater Sacramento Area for about 30 years. We are seeking a skilled and professional social work professional for a Program Manager Role. This position will oversee our Foster Care based programs and will oversee the daily functioning to ensure that it is running in a smooth and efficient manner. The Foster Care Program Manager must be knowledgeable of foster care, and familiar with Title XXII regulations to ensure compliance with the applicable law and regulations of the client population served.

The Foster Care Program Manager (FCPM) will train, coach, provide direction and professional development to staff. Communication with staff and management team as well as the CEO is crucial. The FCPM will also provide direct support to families, children, and youth as needed.

Qualifications

  • Master’s degree is required, in Social Work or related fields approved by CCL. Minimum of 3 years post graduate experience.
  • Knowledge of foster care and familiarity with Title 22 regulations.
  • Must possess valid California Driver’s license and state required registration and insurance.
  • Three or more years of direct experience in Foster Care or related field post graduate level with increasing levels of responsibility.
  • Two or more years with supervisory experience. Strong leadership, communication, time management and organizational skills.
  • Motivated and able to work as a part of a team, engaging staff in a supportive way.
  • Able to work effectively with others and manage personnel and program issues.
  • Excellent supervision and management skills required
  • Demonstrated ability to effectively manage programs
  • Knowledge of local community resources
  • SAFE Home Study certified preferred
  • Knowledge of child welfare, community care licensing, adoption and foster care issues and regulations
  • Strong practical and theoretical foundation in strength-based practices
  • Expertise in administration and planning, risk assessment, and crisis intervention
  • Ability to work collaboratively and effectively with staff at all levels, county child welfare agencies and community resource agencies
  • Verbal and written ability to communicate effectively with clients, colleagues, community partners, and all levels of management
  • Ability to multi-task and prioritize projects and assignments effectively
  • Knowledge of best practice standards California Alliance of Child and Family Services (CACFS) and/or Council on Accreditation (COA)
  • Proficiency with computer technology
  • Willingness to work non-traditional hours as the job necessitates
  • Cultural competence to work with diverse populations
  • Must submit to and pass health screen, TB test, criminal record and child abuse index clearances.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Direct Services

  • Recruit and help on board new Foster Families to build upon the program.
  • Monitor and ensure completion of the annual renewal process of homes.
  • Advise on placements calls, evaluate placements and facilitates the intake of youth.
  • Provide liaison services to county and state agencies, school personnel, clients and their relatives, foster parents and the community, advocating for the needs of our children and families.
  • Participate in steering committees and collaborative meetings with stakeholders and partners.
  • Review and evaluates social worker reports. Submit a monthly program report to the CEO.
  • Engage and support family networks and mentors.
  • Provides crisis intervention and on-call rotation or backup for staff. Cover for any social worker and/or supervisor who is absent.
  • Conducts home visits announced and unannounced.
  • Ensure the integrity and compliance of the programs.
  • Work collaboratively with partner universities and manage the Social Work Internship program, proving supervision and oversite to student interns.
  • Work collaboratively with licensing to handle complaints and critical incidents.
  • Participate in program quality improvement and monitor program outcomes.
  • Attends CFT's, safety planning, and needs and services as needed.
  • Review case files on a regular basis to ensure quality treatment services. Monitor and ensures case worker’s timely submission of paperwork and reports.

HR Responsibilities and Training: Assist the Executive Director in hiring, disciplinary and termination procedures.

  • Meet with program staff for supervision and support on a regular basis. Prepare and conduct annual Performance Evaluations.
  • Attends and participates in monthly all-staff meeting and PQI meetings.
  • Arrange and run weekly team meetings.
  • Review and approve case workers mileage, timesheets, and reimbursement.
  • Provides follow-up on HR issues for supervisees: Vacation schedules, sick and late notification, Office hours and work schedules.
  • Provide input on raises

Program Development and Marketing. - Be an ambassador for the agency and help foster a giving culture

  • Participates and supports all recruitment efforts of foster families, volunteers, and interns.
  • Attends job and community fairs for recruiting potential employees, interns, volunteers and foster family homes
  • Monitor grants and budgets for the program
  • Define and track goals and outcomes.
  • Seek new opportunities, funding, and innovative services.

Job Type: Full-time

Pay: $72,000.00 - $76,500.00 per year
