Major Functions

The Fiscal Resource Manager/ Grants Manager is responsible for maintaining and tracking grants to ensure accurate billing for all grants, preparing grant revisions, and grant reporting.

  • Maintain approximately 20-30 grant tracking spreadsheets to ensure accurate bill grants. Prepare Federal and State agency grant billings for all grants, monthly to quarterly for operating grants and periodically for capital grants.
  • Prepare grant applications to Federal and State agencies, forecasting and planning for future needs of Votran while maximizing reimbursement amounts between the various grants available to the County.
  • Prepare grant revisions and amendments to Federal and State agencies for changes in management priorities, changes in remaining budget, changes in availability of other grant funding, etc. Maintain maximization of reimbursement amounts between the various grants available to the County utilizing these revisions and amendments.
  • Prepare and comply with all quarterly federal and semiannual state grant reporting requirements for approximately 20-30 grants.
  • Prepare the financial section of the National Transit Database report (NTD), review the report for inconsistencies. Coordinate auditor to review and certification of the report.
  • Prepare annually the Commission for Transportation Disadvantaged Rate model.
  • Prepare annually the Commission for Transportation Disadvantaged Operating Report.
  • Prepare monthly fuel inventory and usage reports. Use prepared reported to bill to Emergency Medical Services for shared fuel usage and provide to Accounting for monthly Florida Department of Revenue Fuel Tax Refund returns.
  • Assist in monitoring all grant capital accounts for proper coding of expenditures to support grant billings.
  • Assist in procurement processes by coding of procurement documents in the financial system.
  • Must adhere to Federal, State, County, and Local ordinances.
  • May be assigned to other county locations based upon operational needs.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Minimum Requirements

Education and Experience: Bachelor's degree in Business Administration, Public Administration, Accounting or related field, and four (4) years’ experience in grants management and/or financial management/analysis in a large private or government enterprise.

A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

License: Must possess a valid driver's license at time of appointment.

Must obtain a valid Florida driver's license within 30 days of appointment and maintain thereafter.

Must be able to travel to various work locations based upon operational needs.

Knowledge, Skills & Abilities

  • Knowledge of various federal and state grant programs.
  • Knowledge of accounting and budgetary principles, practices and procedures.
  • Knowledge of current techniques of budgetary concepts applicable to governmental agencies.
  • Ability to analyze financial procedures and systems.
  • Ability to conduct financial assessments and forecasting.
  • Ability to develop and maintain effective working relationships for research, coordination and change implementation.
  • Ability to prepare statistical and narrative reports.
  • Knowledge of modern office practices, procedures, and equipment.
  • Ability to serve the public and answer questions relating to the operation of the unit.
  • Able to work under stressful conditions.
  • Able to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.

Physical Demands: Ability to perform essential duties and responsibilities and meet the minimum qualifications. Sedentary work. Ability to talk, hear, see, and drive. Visual acuity (depth perception, peripheral vision) necessary to operate a motorized vehicle, prepare and analyze data, transcribe meetings, interviews, and hearings. Finger dexterity. Ability to bend, stoop, and reach. Ability to lift, push, pull and/or carry a minimum of 10 lbs.

Environmental Demands: Primarily inside work.

Mental Demands: Ability to read and comprehend professional and technical journals and manuals; legal documents, statutes, ordinances; financial reports; letters, memos, instructions, etc. Ability to speak publicly and extemporaneously, conversant in theory, policies and procedures of discipline. Ability to perform general mathematical functions. Ability to write agendas, legal documents, letters, memos, policy, procedures, etc. Ability to analyze data and develop conclusions. Ability to identify and resolve problems.
