Transfer Opportunity: Candidates must have permanent status as a Facilities Planner 1, Grade 18, and be eligible for lateral transfer; OR be eligible for transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in either of the qualifying titles of Senior Superintendent of Construction, Grade 19, Assistant Engineer Civil, Grade 20, or Building Space Analyst 1, Grade 18.

Provisional Opportunity: In the event that there is not a valid eligible list, candidates who meet the following qualifications may be qualified for a provisional appointment:

Either 1. six years of planning multi-trade facility construction projects or in policy development or planning of multi-trade municipal land use projects;

Or 2. an associate's degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and four years of the above qualifying experience;

Or 3. a bachelor's degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and two years of the above qualifying experience.

Qualifying Experience: Examples of acceptable experience planning multi-trade facility construction projects include: capital construction project planning, corporate construction project planning, public works construction projects, or other similar large scale construction project planning.

If you are provisionally appointed, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Duties Description

The New York State Office of Mental Health (OMH) is recruiting to fill a Facilities Planner 1, Grade 18, position assigned to the Administrative Support Services Group (ASSG), Bureau of Capital Operations. ASSG supervises and manages OMH’s capital planning and construction program, and provides direct technical assistance for physical plant operations and maintenance. Regular travel to downstate facilities is required through the year. Specific duties to be performed may include, but are not limited to, the following:

Assist to prepare annual capital budget requests for specific projects and programs. Assist in developing annual spending plans.

Assist in the preparation of work scopes, conduct approval reviews of project plans and specifications, manage and track projects through the design and construction process. Utilize and maintain project records in the project management system. Regularly attend on-site project meetings and inspections. Significant travel is required for this position.

Participate and assist with the selection of projects necessary to maintain The Joint Commission accreditation, meet fire safety and security system requirements, preserve the physical plant and infrastructure, enhance the program offered to OMH clients, and ensure the health and safety of clients, staff and visitors at OMH facilities. Assist in the planning, project development and implementation of fire safety and security systems, and other critical OMH program initiatives.
