JOB DESCRIPTION

POSITION: Facilities Director

DEPARTMENT: Facilities

POSITION STATUS: Full Time/Exempt

Summary Description:

  • Work under the general supervision of the Governor. Serve as technical specialist and manager for the repair, maintenance and operation of buildings, utilities and grounds for the various locations. This position must accomplish its mission without disruption or delaying the activities supported. Responsible for planning, designing and carry-out of programs, projects, and studies. Recommend new projects and alternation of funds and other resources program goals or priorities. Works closely with the Tribal Council who provides general administrative direction with assignments in terms of broadly defined mission’s and or functions. The Facilities Director is expected to develop solutions to technical problems independently and is relied upon for the technical adequacy thereof.

Exemplary Duties:

  • Plan, implement and supervise the execution of an integrated sound effective Community Service Program encompassing operation, maintenance, repair and improvement for the Administration buildings and the Pueblo including tribal buildings and utilities.
  • Plan, organize, direct the preparation of design, specification and cost estimate by contract/or in house. All types of building, structures, ground maintenance, alternations, and demolition required through the pueblo, including, but not limited to house, warehouses, offices.
  • Develop projects to provide more efficient utilization of utilities such as plumbing for water and sewage, heating and interior electrical distribution systems. Recommends improved operation procedures based on new developments, materials and techniques.
  • Prepare a budget based on plans developed for operations, maintenance and repair, including the replacement of existing equipment and installation of additional equipment.
  • Supervises the requisition of materials and supplies for the operation, maintenance and repair programs. Materials requisition includes developing specification when required.
  • Conduct continuing inspections of facilities to ensure that proper operating procedures are being utilitized and that necessary repairs or improvements are made to minimize or prevent deterioration of facilities and to ensure economic operation. Develop and implement material management programs for the Community Service Program, and is also responsible for the supervision of maintaining, building and equipment safety and health codes.
  • Develop program for a comprehensive inventory of all equipment and system components of the facilities including preventative maintenance of the facilities and components, determine the frequency of inspection, adjustment, service and repair work. Use a record keeping system which provides all information required to operate, repair and maintain the equipment, such as vital statistics of the equipment, maintenance, costs, spare parts, schedules. Study and evaluate the effectiveness of the preventative maintenance program.
  • Manager is responsible for Scheduling and coordinating work assignments of all staff. Keeping subordinates informed on regulation, policies and procedures. Conduct or arrange for planned in-service training. Establish position descriptions and performance standards; Explains and defines responsibilities, objectives and goals to subordinate staff. Insure adherence to safety regulations and proper use of tribal property, equipment and facilities. Ensure that employees supervised adhere to Tribal Policies and Procedures.
  • Guidelines: The use of but not limited to: Tribal Policy BIA-CFR #25, UBC (Uniform Building Code) NEC (National Electrical Code), Plumbing Code, and other handbooks, periodicals, and special information supplied by material and equipment manufacturers and nationally recognized technical and regulatory bodies. The technical publications and standard technical guides are general and nonspecific. The manager uses his own judgment and ingenuity interpreting the intent of the guides in developing applications to specific area of work.
  • Complexity: Assignments involve a multitude of engineering and program requirements as well as a wide range of repair maintenance and operation of structurally different building and utilities of various locations. Repairs and modification of various types of heating and ventilating system, plumbing system, water distribution system, fuel system, electrical system, and communication system. Tasks require innovations and skillful improvisation in extending and developing new method or approaches in solving a variety of structural and mechanical maintenance and operation problems. Complex features include difficult economic and scheduling problems, as well as demanding technical problems, such as accomplishing maintenance, and operation problems.
  • Develop and implement material management programs for the Community Service Program, and is also responsible for the supervision of maintaining, building and equipment safety and health codes.
  • Coordinate program with other departments to ensure effective utilization of available facilities and recommend additional facilities if required.
  • As coordinator and contact person for the Bureau of Indian Affairs and Indian Health Service project required to perform the inspection of construction contract work for major and minor improvement projects. This includes reviewing and recommending approval of partial payment estimates, review of proposals for extra work done, change orders, and other contract modification recommending approval or disapproval.
  • Give technical advice and assistance to tribal members in their maintenance and repair operation and construction.
  • Contact person for minor and major projects. Individual works closely with contractors on issue changes, alterations, modifications of any related problems that arise adjuring the term of the contract.
  • Attend meetings with the BIA and HIS officials to coordinate construction projects.
  • Maintain confidentiality and security of administrative and technical information, comply with policy and procedures.

QUALIFICATIONS:

  • AA in Civil Engineering AND two (2) years’ experience in the construction industry, of which at least one (1) year must have been in supervisory capacity; OR an equivalent combination of education and experience.
  • Work may be performed outdoors with exposure to inclement weather. Prolonged standing, walking, bending, and continuous lifting of a minimum of 50lbs are required.
  • Extended working hours, including weekends, may be required.
  • Experience in computer operations, word processing, and spreadsheets applications.
  • Good communication skills required.
  • Must have excellent written and oral communication skills.
  • Must be familiar with the safety and general operating procedures for heavy equipment such as chippers, chainsaws, all-terrain vehicles, augers, backhoes, and four-wheel drive vehicles.
