Hennepin County's Emergency Management department is seeking an Equity Coordinator to assist in detecting and eliminating disparities in the emergency management program, plans and processes.

Location and hours:
This position is hybrid, with weekly meetings and coordination conducted at The Public Works Facility, 1600 Prairie Drive, Medina, MN 55430 and remote as job duties require. There is no public transportation available to this facility. The work-day is flexible based on disasters or community events, but usually is Monday through Friday between 8 a.m. to 4:30 p.m.

Due to the emergency response nature of the department and this position, employees are expected to live within a one-hour travel time of the Medina office.

New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

This is a full-time grant, benefit earning position. This position is funded for up to three years with the possibility of renewal.

In this position, you will:

  • Participate in and review all emergency management plans, procedures and processes for opportunities to assure equity and eliminate disparities in emergency management programs.
  • Develop and/or obtain training and education programs for emergency management staff and other disaster partners which will normalize equity in emergency management programs.
  • Help lead resilience efforts in communities of color and other underserved communities by supporting innovative and community-driven mitigation, adaptation and preparation projects.
  • Promote, support, and disseminate research regarding equity, diversity and inclusion in emergency management across the emergency management community.
  • Partner with other jurisdictions, relief organizations, and community groups to learn and share best practices and to build coalitions.

Need to have:
  • One of the following:
    • Five years or more experience working in emergency preparedness at the county or local jurisdiction level.
    • Associate's degree in emergency management or related field and three years or more of experience working in emergency preparedness at the county or local jurisdiction level.
    • Bachelor's degree or higher in emergency management or an approved equivalent academic area, and one year or more of experience working in emergency preparedness at the county or local jurisdiction level.
  • State of Minnesota Emergency management certificate or an ability to achieve certification within two years of hire.
  • A valid driver's license and the ability to obtain a Hennepin County driver's permit.
Nice to have:
  • Four years or more of experience in emergency planning, response, or recovery activities.
  • Four years or more of experience in equity or disparities planning.
  • Knowledge of:
    • Practices, procedures, standards, and regulations regarding emergency management planning at all levels.
    • Homeland Security & Exercise Evaluation Program (HSEEP).
    • National Continuity Policy, Federal Continuity Directives and Continuity Guidance Circulars.
  • Skill in coordinating community and individual preparedness.
About the department:
Hennepin County Emergency Management is responsible to integrate the preparation, response and recovery efforts of County Departments with Municipal Governments for major emergencies involving natural hazards, technological accidents, and adversarial threats.

The Department works closely with other emergency management officials, including those from the State, neighboring counties, municipal governments, private industry and volunteer organizations, in order to ensure unified action, appropriate resource allocation, and common messages regarding disasters.
