The City of Phoenix is seeking detail orientated professionals who enjoy a high-energy, fast-paced environment of equal opportunity. Currently, there are three vacancies in the Compliance and Enforcement Division of the Equal Opportunity Department.

The Equal Opportunity Department is a regulatory agency that works in a variety of ways to achieve its mission in the areas of fair housing, employment, accessibility, and public accommodations.

The Equal Opportunity Specialist assigned to Compliance and Enforcement Division acts as a impartial fact-finder, management advisor, and client supporter in the areas of employment, housing, and public accommodation discrimination complaints. They perform duties in human and civil rights areas including enforcement and compliance with local, state, and federal civil rights laws and regulations. The Equal Opportunity Specialist will work closely with City departments including Human Resources to conduct investigations and compose detailed reports of investigatory findings and make recommendations. These individuals will be responsible for interpretating civil rights laws including ADA, Titlve VI and other regulations that apply. Equal Opportunity Specialist will also utilize a case management system to monitor reports of findings and complaints.

The most successful candidate is an excellent communicator, a team player, has great attention to detail, and has a law background with experience conducting investigations.

IDEAL CANDIDATE

  • Knowledge of personnel and employment practices.
  • Knowledge of local, state, and federal anti-discrimination laws to include the Federal Fair Housing Act, Civil Rights Act, and the Americans with Disabilities Act.
  • Ability to multitask in a fast-paced, stressful environment.
  • Ability to collaborate with other specialist in a team environment
  • Effective oral and written communications skills with strong attention to detail.
  • Excellent customer service skills.

SALARY


$58,032.00 - $88,379.20 annually. Candidates may be hired up to $88,379.20 depending upon qualifications.

BENEFITS


A comprehensive benefits package is offered which includes traditional pension with employer and employee contributions; choice of medical HMO, PPO, or HSA/HDHP plan; wellness incentive of up to $720 annually; dental; vision; life insurance; long-term disability; 401(a) and 457 plans; medical enrollment includes a monthly $150 City contribution to a Post-Employment Health Plan; bus/light rail pass; tuition reimbursement program; paid time off includes 12.5 paid holidays, 12 vacation days, and 15 sick days and personal leave days. Additionally, effective 10/1/2022, Paid Parental Leave is now offered to eligible employees up to 480 hours (12 weeks) of paid leave for the birth, adoption or foster care placement of a child during a 12-month period.

Pension Information

MINIMUM QUALIFICATIONS

  • Three years of professional experience in the investigation and evaluation of civil rights complaints, advocacy, or education, equal opportunity, or community relations outreach activities.
  • Bachelor's degree in political science, business administration, personnel, law, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Experience interpreting and applying human and civil rights-related laws.
  • Experience in analytical and fact-based writing.
  • Experience investigating and/or eligibility determinations.
  • Experience in public outreach, mediation, and confliction resolution.
  • Experience with web-based data platforms and/or databases.
  • Experience writing investigative report and notes.
