Location/Schedule:

We currently can hire for this position out of the following locations: Houston, TX, and nearby areas. Additional locations may be considered at the manager's discretion.


Primary purpose:

The Environmental-Permitting Specialist, Sr will be focused on new alternative energy capital development projects. This role will report directly to the Director-Environmental Permitting.


Essential duties and responsibilities:

  • Lead preparation and development of:
  • Air construction and operating permit application/registrations.
  • Emission estimates based on site-specific information using approved state and federal calculation methodologies.
  • SPCC and/or other spill/containment design reviews.
  • NPDES construction / operational permitting, as required.
  • Phase I / II ESA Due Diligence activities.
  • Understand existing regulations and continually review new and proposed regulations as they relate proposed project geographical locations.
  • Evaluate air pollution control technologies, including economic and technical feasibility of air pollution control equipment.
  • Familiarity with air quality impact analyses that may involve the use of air dispersion modeling software (SCREEN3, AERMOD, etc.).
  • Provide technical consulting expertise and manage permitting consultants.
  • Verify accuracy of emission calculations and estimates for routine emissions as well as maintenance, startup and shutdown emissions.
  • Prepare and present proposals including scope of work, estimated cost and schedule for air permitting and compliance portions of projects.
  • Communicate with the overall project team, properly relay critical permitting details, understand constructability concerns and needs and how permit constraints can affect construction, and provide pertinent updates during project meetings.
  • Prepare and present professional internal and external stakeholder meeting presentations, as required.
  • Formulate, plan and execute complex permitting strategies that keep all impacted internal and external stakeholders aligned on all project goals and objectives while ensuring scheduling and budgeting goals are maintained.
  • Communicate project and permitting specifics with the internal stakeholders as necessary.
  • Will work non-traditional hours as needed.
  • Maintain a high regard for personal safety, for the safety of company assets and employees, and the general public.
  • Other daily, weekly, monthly or special project duties as identified and defined.
  • Other duties as assigned.


Minimum
requirements:

Education:

  • Bachelors or Masters degree in Environmental Engineering, Environmental Science or related degrees are strongly preferred. Other degrees will be considered if combined with experience in environmental permitting and compliance in the energy industry.


Experience/Specific Knowledge:

  • A minimum of 8 years of experience in environmental permitting and compliance with demonstrable increase in responsibility and independence preferred.
  • Direct management experience of permitting resources within a project execution environment preferred.
  • Experience working in the energy transportation industry (oil, gas or electrical transmission).
  • Experience working with state/federal/tribal environmental agencies.


Certifications, Licenses & Registrations:

  • Must possess and maintain a valid driver’s license and a driving record satisfactory to the company and its insurers (for travel).


Competencies, Skills & Abilities:

  • Experience in traditionally accepted emission calculation methodologies and/or programs (e.g., AP-42, ProMax, API, EIIP, EPA Tanks 4.0 etc.).
  • Strong familiarity with developing and maintaining spreadsheets and relational databases to track operating and emissions data.
  • Working knowledge of air dispersion models (SCREEN3, AERMOD) and modeling practices.
  • Experience in developing anticipated permitting schedules.
  • Experience with SPCC regulations and rules.
  • Experience with NPDES permitting programs and requirements.
  • Familiarity with ASTM Phase I requirements.
  • Excellent oral and written communication skills.
  • Strong problem-solving orientation; experience working in multi-disciplinary teams
  • Familiarity with processing, midstream and terminal construction a plus.
  • Familiarity with working within an independent project team structure with other groups and roles, such as land and engineering is mandatory.
  • Strong time management skills and ability to successfully manage multiple tasks/projects with tight deadlines.
  • Ability to manage multiple projects and is adaptable to change in project scopes.
  • Experience and ability to manage internal and external resources.
  • Create and implement development plans to motivate and facilitate the growth of internal resources.
  • Create a culture of accountability within the organization to ensure all objectives are understood and aggressively adhered to.
  • Although not required, experience and exposure to natural and cultural resources permitting (USACE, USFWS, FERC, etc.) is a plus.
  • Positive and energetic attitude; self-motivated with strong initiative.
  • Detail oriented; resourceful

Working Conditions:

  • Travel to project sites (up to 30% travel anticipated).
  • May be required to carry a cell phone and be available to respond during working and non-working hours.
  • The successful candidate will be required to clear a drug screen and a complete background check, including credit report for certain positions, after an offer has been extended and prior to being employed.
