ABOUT THE WORK UNIT
The Division of Homeland Security and Emergency Management is a consolidated Emergency Management and Homeland Security team. The division's mission is to lead and support Colorado’s efforts to prevent, protect, mitigate, respond to and recover from all-hazard events. The Division is comprised of the Director’s Office, Office of Emergency Management (OEM), Office of Grants Management (OGM) and Office of Prevention and Security (CIAC).

The Office of Emergency Management conducts the four phases of emergency management (Preparedness, Response, Mitigation and Recovery) in coordination with other State Agencies and in support of local jurisdictions. It integrates emergency management efforts across all levels of government, including state, local, tribal and federal.

State Emergency Operations Center:

The State Emergency Operations Center (SEOC) within the Office of Emergency Management (OEM) includes the Operations Unit, the Logistics Unit, the Personal Protective Equipment Unit and warehouse, the Private Sector Coordinator and Business Emergency Operations Center (BEOC), the Voluntary Agency Liaison, the Public Health Emergency Response Unit and the SEOC Preparedness Coordinator. This SEOC is responsible for maintaining day- to-day situational awareness of the state-wide emergency management environment and activities. It coordinates directly with other sections within OEM as well as with external partners to develop a comprehensive picture of the environment and assess key indicators of stability. The section collects and disseminates information to Division Leadership, Department Leadership, the Governor’s office, state agencies, and local jurisdictions before, during and after an incident or disaster and makes recommendations pertaining to response and recovery decisions and actions. The section develops and promulgates state processes and procedures for requesting and providing incident and disaster response and recovery resources to jurisdictions having authority and other state agencies. It executes these processes and procedures as required. The section maintains 24-hour communications monitoring and availability to jurisdictions having authority. The section develops and maintains current SEOC response plans and standard operating procedures for rapidly elevating the operational level of the center and operating it as required. The section oversees both internal and external SEOC position training, inclusive of Emergency Response Coordinators (ERC) and conducts exercises to test the SEOC. The section is the primary point of coordination with the Federal Emergency Management Agency (FEMA) and other federal agencies for response activities before, during and after an incident or disaster.

About the Position

This position is responsible for designing, planning, coordinating and implementing the State Emergency Operations Center (SEOC) Preparedness Program. Working within the guidance of the SEOC Manager, this position conducts the SEOC Integrated Preparedness Plan Workshops and develops the SEOC Integrated Preparedness Plan (IPP). It designs, coordinates and executes training programs and exercises for the SEOC, including State agencies emergency response coordinators. This position is well versed in the Homeland Security Exercise and Evaluation Program (HSEEP) and Preparedness Cycle. This position conducts after action reviews and prepares improvement plans for the SEOC and provides input to the OEM Preparedness Section for the State IPP. This position serves as the OEM National Incident Management System (NIMS) coordinator and manages the National Qualification System (NQS) for the SEOC.

WORK ENVIRONMENT:

  • Primarily 8:00am to 5:00pm work hours, Monday-Friday (with emergency call back).
  • Hybrid model, based on business needs.
  • During activations of the SEOC, shift work, to include nights, weekends, and or holidays may be required.

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)
This experience must be specifically documented on your application. Seven (7) years of demonstrated professional experience working in an organization related to emergency management and/or disaster preparedness with activities that include designing, planning, coordinating and implementing. Must include 1 (one) year of recent EOC (Emergency Operations Center) experience.
SUBSTITUTIONS:

Additional appropriate education will substitute for the required experience on a year-for-year basis.
PREFERRED QUALIFICATIONS:

Certification from Colorado Emergency Management Association or similar association.
A bachelor's or master's degree in emergency/recovery management, political science, public administration or related field.
Excellent written and oral communication skills.
Demonstrated experience in presentation, public speaking and facilitating.
Must possess excellent interpersonal and relationship-building skills.
Ability to interface with key constituents and stakeholders.
Experience using MS Word, MS Excel, MS Power Point, Google Docs.
CONDITIONS OF EMPLOYMENT: Applicant must be willing to be fingerprinted and successfully pass a polygraph as a condition of hire.
Statewide Travel is required.
Must have transportation, proof of liability insurance, and must possess a valid Colorado Driver's License.
In lieu of the above, must be able to successfully complete the travel requirements of the position using alternate means (This component may be assessed for candidates on the referral list).
Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 6 months of hire.
This position is designated as critical and may be expected work and/or remain at their worksite in delayed start, early release, or closure situations.
During activations of the SEOC, this position may be required to report to the SEOC during nights, weekends, and/or holidays.
