Overview
Responsible for planning, organizing, directing and controlling human resources needed for the delivery of patient care and the operations of a department. Assures departmental goals and objectives are in sync with division goals and objectives and assures programs are carried out, standards and regulations are met, and quality of services are provided. Participates in strategic planning and development. Collaborates with emergency department physicians to ensure the delivery of high quality, efficient care while meeting regulatory, quality and operational goals.

Responsibilities:
  • Manages departmental budget
  • Accountable for adherence of regulatory and practice standards applicable to the Emergency Department.
  • Interviews, selects, hires, and retains employees, including other management positions
  • Ensures orientation and training for employees, including other management positions
  • Manages performance, including other management positions
  • Promotes, demotes, or transfers employees to meet organizational needs, including other management positions
  • Executes progressive discipline up to and including termination
  • Manages departmental productivity standards
  • Provides strategic leadership for department(s)
  • Performs long range planning and overall direction setting at the departmental level
  • Responsible for department organizational structure and alignment to meet forecasted business needs
  • Responsible for development, implementation and interpretation of system policies within a major organizational/functional area or the development and review of system policies within a recognized discipline
  • Performs compliance requirements as outlined in the Employee Handbook
  • Approves payroll and is responsible for accurate payment of employees, including other management positions
  • Supports and clearly articulates the mission and values of DCH Regional Medical Center.
  • Communicates and collaborates with other department directors, administrative personnel, patients, families, and medical staff to assure problem identification and resolution.
  • Plans, directs and evaluates departmental activities.
  • Assumes accountability for Nursing Practice by monitoring quality indicators and implementing changes necessary for the department to maintain and improve quality of patient care in a cost effective manner.
  • Develops and monitors operating and capital budgets and adjusts expenses in relation to changes in patient volume.
  • Plans and develops appropriate staffing for patient services and monitors compliance with appropriate paid hours for each cost center.
  • Ensures the development and implementation of sound patient centered policies, procedures, and practices.
  • Monitors subordinates and staff to enable professional growth and development on an ongoing basis.
  • Assures the availability of competent personnel to provide a total range of services required by patients.
  • Develops clear performance and expectations. Directs guides, supervises and evaluates supervisory personnel and their staff in the performance of their duties and responsibilities.
  • Serves as representative to hospital and medical staff committees as assigned.
  • Participates in strategic business planning and development.
  • Intervenes in times of crisis by directing personnel and organizing material resources needed.
  • Promotes public relations within the Regional Medical Center and the community by participating in community activities and/or sharing information for increasing awareness of services provided.
  • Maintains professional competency through formal or informal continuing education programs.
  • Creates an atmosphere of mutual trust, collaboration, acceptance, recognition, respect, responsibilities and support.
  • Maintains knowledge of age specific needs of the neonate, pediatric, adolescent, adult and the geriatric patient.

  • Requires use of electronic mail, time and attendance software, learning management software and intranet.
  • Must adhere to all DCH Health System policies and procedures.
  • All other duties as assigned.

Qualifications
Comprehensive knowledge of nursing and health care practices related to Nursing. Minimum of 2 to 3 years progressive experience in a management leadership role in a hospital setting. BSN or Bachelor’s degree in related field and Master's Degree in Nursing or related field. Emergency Department experience required. Professional certifications in Emergency Nursing preferred. Strong analytical, written and communication skills are essential. Must be able to read, write legibly, speak, and comprehend English.

WORKING CONDITIONS:
Environmental
  • Includes exposure to human body fluids, disease, infection, lab chemicals and hazard material
  • Requires wearing common protective or safety equipment

Physical:
  • Physical presence onsite is essential.
  • Hearing and vision must be normal or corrected to within normal range.
  • Able to perform the duties with or without reasonable accommodation.
  • Ability to tolerate prolonged periods of standing and walking.
  • H-Heavy Work - Exerting 50 to 100 pounds of force occasionally, and/or 25 to 50 pounds of force frequently, and/or 10 to 20 pounds of force constantly to move objects. Physical Demand requirements are in excess of those for Medium Work.
  • Is able to push stretcher/wheelchair with average adult patient.
  • Is able to do frequent stooping and, on occasion, crouching, crawling or kneeling.
  • Ability to reach reasonable distance in any direction.
  • Ability to run in emergency situations.
  • Must be able to move fingers in a coordinated manner.
  • Must have ability to feel and perceive temperature, texture, shape and size with fingertips.
Psychological:
  • Includes demonstrating leadership skills, delegating to team members, addressing conflict, communicating with all types of personalities, and being responsible for outcomes/results.
