Position Summary

The Director of Project Management is responsible for providing direction and oversight for the development of projects in design from project initiation, through the design phase (25%, 75%, 100%, and Plans, Specifications, and Estimate) to advertising for construction bids. Projects are on state highways or on municipal roads, are funded with Federal and State funds, and are designed by consultants. Projects include roadway reconstruction projects, bridge replacement projects, Safe Routes to School projects, shared use path projects, and intersection improvement projects up to $15 million in construction costs. The Director is responsible for ensuring that the Project Management Section advertises for construction bids between 60 and 70 projects every year as part of the Highway Division’s annual federal aid advertising program. The Project Management Section strives to meet the Highway Division’s performance goal of advertising at least 85% of our program annually. Overall, the Project Management Section manages over 350 funded projects (programmed in a 5-year State Transportation Improvement Program) and 150 unfunded projects in the design phase.

Duties and Responsibilities

  • Support MassDOT - Highway Division's annual advertising program by advancing the design of transportation improvement projects within the Project Management and Highway Design Sections. hold weekly Priority of Projects meetings and follow up with staff to track milestones and ensure design schedules are met.
  • Provides day to day supervision and guidance to 30 Project Managers. Holds weekly Priority of Projects meetings and follows up with staff to track milestones and ensure design schedule deliverables are met. Assigns projects to Project Managers. Assigns supervisors to staff.
  • Supervise the Assistant Director of Project Management, Highway Design Engineer, Landscape Section Supervisor, Plans & Records Supervisor, Advertising Program Manager, CAD Engineer, and 2 Administrative Staff.
  • Member of various committees in the Highway Division: Project Review Committee, Cost Recovery Standing Committee, Construction Claims Committee.
  • Directly supervises the Assistant Director of Project Management, the Highway Design Engineer, Plans & Records Supervisor, Landscape Section Supervisor, Advertising Program Manager, CAD Engineer, a Federal Aid Coordinator, and Administrative staff.

At least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in: Engineering work in construction, construction management, construction/bridge/tunnel or building inspection, electrical, HVAC, traffic, survey, design, transportation, hydraulics, structural, facility, sanitary, drafting, environmental, highway, architectural, airport, soils, or materials testing, of which (B) at least three (3) years must have been in a managerial capacity.

A current and valid Massachusetts Professional Engineer’s (PE) License may substitute for one (1) year of the required (A) experience. Based on assignment, a current and valid Massachusetts PE license may be required.
