Malvern Community Health Services (MCHS) is currently seeking a full-time Director of Outpatient services for our growing outpatient services in Pottstown, PA. Position Summary:

The Director of Outpatient Services at Malvern Community Health Services, Inc. (MalvernCHS) is responsible for leading and coordinating efficient and effective operations of Outpatient Behavioral Health Services (OBHS) programs in multiple service locations. Outpatient Behavioral Health Services includes office-based, school-based, community-based, and integrated outpatient psychiatric clinic and mobile mental health treatment services. The Director of Outpatient Services leads and collaborates with MalvernCHS administrative and clinical leadership, serves a key leadership role in supervising and directing an efficient and effective facility-, school-, and community-based operations, as permitted under federal, state, and local regulations and standards.

Leading Outpatient Behavioral Health Services programs includes, but is not limited to, informing and executing operating budget and strategic plan, administrative and clinical practice policy and procedures, program and operational protocols and manuals, quality assurance and integrity practices, staff development directives, and an organizational culture that promotes high-performing, reputable, evidence-based behavioral health practices. Outpatient Behavioral Health Services programs are driven by principles of person-centered, recovery-oriented, and resiliency-based care for purposes of promoting optimum outcomes in the areas of prevention, diagnosis, treatment, and transition of persons-served to and from MalvernCHS program(s).

Summary of Essential Position Functions:

  • Provides clinical and administrative oversight to the Outpatient Services program(s) to reporting direct care, supervisory, and administrative staff.

  • Implements clinical standards and protocols for direct care and supervisory staff.

  • Evaluates the quality and integrity of treatment services provided to persons-served on a continuing basis, makes appropriate recommendations and referrals, and facilitates agency readiness for CARF accreditation and survey.

  • Monitors performance of reporting direct care and supervisory staff to ensure effectiveness, efficiency, service access, and satisfaction standards are met.

  • Provides regular reports to the Regional Director on all aspects of Outpatient Behavioral Health Services programs. Organizes and presents program performance details as needed and directed by the Regional Director.

  • Ensures staff performance measurements are met in a manner that respects funding requirements and quality assurance and integrity standards. Ensures compliance in all aspects of delivering behavioral health services either directly or collaboratively with direct care, supervisory, and administrative staff, Integrity staff, and other staffing partners.

  • Leads reporting direct care, supervisory, and administrative staff who need coaching, corrective or disciplinary action, and performance improvement planning.

  • Attends, participates in, and reports at various internal and external (off-site) meetings and trainings.

  • Trains new direct care, supervisory, and administrative staff on clinical and administrative functions and on the use of electronic health records solutions.

  • Collaborates with ordering, referring, and prescribing providers on a regular basis to review cases.

  • Provides direct services to clients in the Outpatient Behavioral Health Services program (if needed).

  • Responds to crisis or urgent situations through consultation or direct assistance as needed in the Outpatient Behavioral Health Services program.

  • Maintains effective relationships with community stakeholders and partners.

  • Completes health records reviews and ensures integrity and improvements in documentations.

  • Prepares for audits and inspections by county, state, and managed care organizations.

  • Provides oversight to ensure health records management processes follow MalvernCHS policies and procedures and applicable third-party payor requirements.

  • Perform other related functions, as assigned.

Supervisory Responsibilities: Outpatient Services direct care, supervisory, and administrative staff.

Qualifications:

  • Demonstrates desire and experience working with culturally diverse populations and individuals with mild to severe behavioral health challenges and multi-system involvements.

  • Strong organizational and time management skills; ability to prioritize functions and projects in a demanding environment; demonstrates flexibility regarding job duties and assignments; ability to effectively work independently and as part of a team to organize tasks, problem solve, and make decisions.

  • Excellent verbal and written communication skills demonstrated by the ability to communicate effectively and relate congenially with children and adults.

  • Proven understanding of standards and practices governing confidentiality and HIPAA regulations.

  • Thorough knowledge of and willingness to adhere to mandated reporting requirements as stated by law.

  • Working knowledge of generally accepted quality assurance and integrity standards and procedures.

  • Valid state drivers license and ability to accept assignments as required.

Education and/or Experience:

  • Licensure in the Commonwealth of Pennsylvania in a generally recognized clinical discipline that includes mental health clinical experience, such as licensed psychologists, licensed professional counselors, licensed marriage and family therapists, and licensed clinical social workers.

OR

  • A graduate degree from a college or university that is accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation (CHEA) in a generally recognized clinical discipline in which the degree program includes a clinical practicum.

OR

  • An equivalent graduate degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. (AICE) or the National Association of Credential Evaluation Services (NACES) in a generally recognized clinical discipline in which the degree program includes a clinical practicum.

AND

  • A minimum of two (2) years of full-time postgraduate experience providing direct behavioral health services and/or administrating behavioral health / case management / counseling services.

Credentials and Special/Technical Skills:

  • Pennsylvania State Criminal History Report, Pennsylvania Child Abuse Clearance, FBI Criminal History Report, Act 31 Mandated Training, CPR/First Aid Certification.

  • Completion of mandatory individual and group supervision, training, and staff meetings as determined by the Executive Director and regulatory entities.

  • Strong customer and personal service skills.

  • Proficient in the use of Microsoft Office 365 (Outlook, Word, Excel, Teams, etc.), Google Chrome, and Adobe Acrobat Reader DC.

  • Must become proficient in the use of MalvernCHS electronic health records, human capital management, learning management, and telecommunication systems within one (1) month of hire.

  • Knowledge of behavioral health challenges and systems, managed care environment and trends, and community resources.

  • Must be able to intervene and control agitated persons through non-physical interventions. Hazards include risk of exposure to disease and risk of physical injury associated with served persons who have the potential to act out
