Job Description Summary :
The Director of Community Health provides operational leadership to Blue KC’s Community Health department, driving tactics directly linked to the Community Health strategy. This position is responsible for enhancing the overall operations of Blue KC’s community health engagement, positioning Blue KC as the vanguard leader among Kansas City’s community health landscape. Develops and implements strategies that improve the health status of members and facilitates health equity for individuals in targeted local communities through cross-sector collaboration, coverage, community based solutions, and public policy advocacy. The Director of Community Health reports directly to the Vice President of Community Health and directly manages individual contributors in the department.
Job Description
  • Executes Blue KC’s community health strategy, ensuring health equity and the social determinants of health are integrated across the enterprise, including benefits and coverage, healthcare delivery, provider payments, care management, data frameworks and analytics, sales and marketing, advocacy and corporate giving.
  • Establishes and maintains business cases and plans to support strategic initiatives, to include innovative lifestyle oriented benefits and coverage, provider payments, and community partnerships and investments, consistently demonstrating the value of the determinants of health in improving health and facilitating affordability.
  • Builds and maintains relationships with key community stakeholders, including those in non-health sectors, to advance partnership opportunities and cross-sector strategies which facilitate health improvement for members and target communities. Assist the Vice President of Community Health in representing Blue KC on community coalitions, task forces, and other groups that share priorities relative to improving the health of the community. Collaborates, develops, directs, and evaluates major health plan and community improvement programs and initiatives.
  • Develops and directs the advocacy agenda for public policies which affect health, in close collaboration with the Vice President of Community Health and Government Relations. Evaluates the systemic impact of policies under a “Health in all Policies” approach. Establishes and contributes to stakeholder activities at local and national levels to influence decisions that shape the health of members and advance health equity.
  • Partners with Blue KC’s analytic resources, providers, healthcare systems, the Regional Health Improvement Collaborative, and community organizations to leverage collective data assets to assess and understand the holistic needs of Blue KC members and target communities. Leads needs assessment activity and partners with community based organizations to support, leverage, and/or sponsor community interventions.
  • Collaborates with Sales and Marketing to ensure the value of integrating non-medical social determinants of health into products, benefits, coverage provisions and provider payments is evidenced to brokers, customers and members. Facilitates Blue KC’s brand as the Community Health leader in Kansas City.
  • Facilitates collaboration and alignment with the Blue Cross and Blue Shield Institute, the Center for Medicare and Medicaid Innovation (CMMI), state Medicaid Program innovations in non-traditional healthcare coverage to ensure Blue KC’s vanguard positioning in community health.
  • Partners seamlessly with Product Development, Population Health and Government Programs to effectively serve, meet, and manage the unique and holistic health needs of members across business segments, to include Medicare Advantage and future government programs. Leads operationalization of community health tactics into the broader Population Health strategy.
  • Directs an engaged, empowered, high performing and well networked Community Health team through cultivation of a thriving and inspirational workplace culture.
Minimum Qualifications
  • Master’s degree in Business, Healthcare Administration, Public Health, Public Policy, Social Work, Sociology, or a relevant field.
  • 5 years of leadership experience managing a team in a healthcare or community based organization which services communities living in marginalized conditions.
  • Demonstrated experience in assessing the health, socioeconomic, and environmental needs of a community, engaging cross-sector community leaders and partners to address such needs and successfully implementing a plan to address the identified needs.
  • Familiarity with the federal, state and local public policy making process and demonstrated proficiency in policy analysis.
  • Ability to operationalize high level strategic priorities.
  • Ability to understand and analyze data and statistics.
  • Ability to communicate effectively orally and in writing, to include presentations to executive teams and boards of directors.
  • Ability to prepare budgets, business cases, and plans.
  • Ability to build a team capable of working in a collaborative, iterative way, including being able to navigate the tensions inherent in this work
Preferred Qualifications
  • 7 years of leadership experience managing a team in a healthcare or community based organization which services communities living in marginalized conditions.
  • Progressive experience within a Community Health Center, Federally Qualified Health Center, or a complex community based organization serving communities living in marginalized conditions.
  • Experience with developing policy positions and advocating to congress, federal agencies, and municipalities on behalf of the social, economic, environmental and health needs of a population.
  • Demonstrated leadership in social entrepreneurship or within a social enterprise, either starting a business to advance social needs or advancing a business strategy aimed at social equality.
  • Proficient in grant writing, grants management and track record of securing federal, state or foundation grant dollars for regional or local health initiatives.
