Supervise Field Services personnel in daily operations and maintenance of the City’s water distribution and wastewater collection systems.


Essential Duties and Responsibilities

  • Maximizes use of available personnel and skills; assigns duties, equipment, and materials needed for any given job.
  • Determines the daily work task priorities.
  • Assigns daily duties to appropriate personnel to meet schedules, expand crew experience and fairly distribute tasks.
  • Responds to emergency situations and directs repairs pertaining to water distribution and wastewater collection.
  • Assists with the inspection of City and contractor constructed projects.
  • Assesses condition of water distribution and wastewater collection systems and recommends plans for maintenance and capital improvements.
  • Maintains an adequate stock of spare parts used in daily operations, and orders needed parts for special projects.
  • Provides operational input to engineering specifications, engineering plans for subdivisions, and capital improvements.
  • Locates, maps, and taps water and sewer mains as needed.
  • Responds to citizen complaints involving high water use, water distribution and wastewater collection issues.
  • Maintains maintenance and repair records for sewer system inspection and cleaning, valves, fire hydrants, meters and other components of distribution and collection systems.
  • Supervises cleaning and televising of sanitary sewers, and repair of manholes.
  • Supervises the flushing and repair of water mains.
  • Supervises exercising, repair and replacement of water valves.
  • Supervises flushing, repair, replacement, addition and flow testing of fire hydrants.
  • Supervises the installation, testing and replacement of water meters.
  • Acts as person in responsible charge for water break repairs, sewer system repairs and other excavations.
  • Supervises water main and sewer main service taps.

ADDITIONAL RESPONSIBILITIES

  • Demonstrates the City’s core values in everyday performance of job and promotes the City’s core values among Field Services personnel and other City employees.
  • Encourages and provides opportunities for Field Services personnel to improve certification, experience, and other job qualifications.
  • Provides assistance to other City employees or departments as necessary to facilitate completion of a project.
  • Participates in various employee committees as needed or directed.
  • Attends workshops, seminars, and schools as applicable.
  • Other related duties as assigned.

SUPERVISION RECEIVED

Reports to and receives direction from the Utilities Director.


SUPERVISION EXERCISED:

Provides supervision for all subordinate employees in the Field Services division of Utilities.


Knowledge, Skills and Abilities

Education and Experience
  • High School graduate or GED.
  • Five years progressively responsible experience in water distribution and wastewater collection systems, including associated inspections, with at least one-year supervisory experience.
  • Colorado Class B CDL Driver’s License.

Knowledge, Skills and Abilities
  • Knowledge of construction, installation, and repair of water distribution and wastewater collection systems and applicable federal, state, and local policies and regulations.
  • Ability to communicate effectively verbally and in writing with contractors, developers, property owners, City staff, elected and appointed officials, and the general public.
  • Ability to establish effective working relationships.
  • Supervisory skills to lead and direct Field Services personnel.
  • Willingness and ability to train personnel to work safely and to effectively complete all routine and special Field Services technical tasks.
  • Writing skills to prepare appropriate administrative correspondence and reports.
  • Working knowledge of personal computers.
  • Ability to respond to call-outs within 45 minutes and 24-hour/day availability.
  • Skill in the operation of listed tools and equipment.

SPECIAL REQUIREMENTS

Class II Water Distribution and Wastewater Collection certifications.


Physical Requirements

Personal computer, telephone, mobile radio, copy machine, fax machine, printer, calculator, common hand and power tools, chain saw, demo saw, and motorized vehicles and equipment including pickup truck, dump/plow truck, loader, generator, backhoe, sewer jet truck, excavator, water truck, street sweeper, compressor, welder, confined space retrieval system, leak locator, tapping machines, portable pumps, line and metal locators, and sewer camera equipment.

While performing the duties of this job, the employee is frequently required to sit, talk, hear, stoop, bend, and walk; use hands to finger, handle, feel, or operate objects, tools, or controls; reach with hands and arms; lift and/or move up to 75 lbs. The employee is occasionally required to climb or balance, kneel, crouch or crawl. Specific vision abilities required by this job include close vision and the ability to adjust focus. Hand-eye coordination is necessary to operate computers and office equipment, as well as construction/maintenance equipment and tools.


Work is performed mostly in outdoor environments where the employee could be exposed to wet, cold, snowy, and/or humid conditions, heat and/or sun, and/or airborne particles. Some work at construction sites and under emergency situations is required where the employee could be exposed to toxic or hazardous chemicals and/or fumes, high voltage electricity, moving mechanical parts, vibration, biological hazards, confined spaces, high and precarious places, and water/drowning hazards. Some indoor shop/office work is required to complete minor routine maintenance and cleaning, do paperwork, and to make phone calls to material and equipment suppliers. The noise level in the work environment is usually quiet in the office, moderate in the shop and field, and potentially high at construction sites and while operating certain equipment.
