Supports External Affairs and ARRC business units in meeting internal and external corporate communication goals with employees, the media, customers, constituents and the community at large. Supports the Operations, Real Estate and Marketing Departments with regulatory compliance requirements in the field of public involvement, grant applications, technical writing and public relations activities as they relate to the Alaska Railroad’s Capital Projects Program, Transit Asset Management System, and Systems Safety Plan. Develops and manages website content, for both the employee and corporate sites (excepting Passenger Services). Responds to public inquiries and complaints.


Duties and Responsibilities:


Supports the Information Technology Department with content management activities for ARRC’s corporate websites to ensure the sites are current and accurate. Coordinates the content management process with content managers from each ARRC business unit. Coordinates with ARRC business units to prepare the ARRC’s annual report, strategic plan, and other general information publications to inform the public of the corporation’s activities. Coordinates with the capital project managers to ensure all capital project information on the web site is comprehensive, current, and user friendly.

Develops and implements regulatory compliance processes and procedures for a variety of areas including technical writing, compliance manuals, fact sheets and public involvement plans, including advertising and media relations plans that meet regulatory requirements and corporate goals concerning ARRC’s projects and programs.

Serves as the public involvement liaison between External Affairs and ARRC business units and capital projects in coordinating and developing reports, speeches, speaking and meeting schedules, and other support documents needed to implement public involvement plans and fulfill regulatory requirements.

Assists in the development and implementation of media relations plans to encourage media coverage of ARRC operating, capital, and community programs. Serves as a “backup” ARRC spokesperson and media contact in response to media inquiries. Researches, writes, photographs, and designs newsletters. Assists with and coordinates internal approval for project newsletters created by third-party consultants. Drafts, coordinates, and distributes news releases that communicate ARRC news and key messages. Develops corporate responses to public complaints and questions and responds to employee inquiries and suggestions. Supports Incident Command System (ICS) and serves as ICS Liaison and backup Public Information Officer (PIO).

Develops and maintains corporate photography library for use in presentations, reports, web sites, and other general information documents. Provides graphic art and design support to ARRC business units and Human Resources for communication materials and reports. Develops and maintains contact lists for all railroad stakeholders and audiences affected by or interested in the ARRC’s capital and operating programs and projects. Develops and maintains news contacts for mail, e-mail and fax use that includes media representatives, the Board of Directors, political contacts, and other community and business leaders.

Minimum Qualifications


Education Requirements
Bachelor's degree in Public Relations or related field. May substitute related professional work experience for education requirement.

Work Experience
Three years of professional experience in public relations and regulatory and government affairs is required.

Certification/License Requirements
Valid driver's license required.

Preferred Qualifications
Proficient with Adobe Creative Suite- InDesign, Illustrator and Photoshop. Familiar with CorelDraw graphics and program.

The following briefly describes the main benefits available to regular employees of the Alaska Railroad Corporation. Actual benefits differ by bargaining unit.

Retirement Plans
ARRC Pension Plan – Participation is mandatory. You are automatically enrolled in the Plan when you meet the eligibility requirement of your bargaining unit. Employees contribute 9% of their Earnings on a pre-tax basis. The Railroad is exempt from participation in Social Security; however, Medicare Tax is withheld. Participants vest with 5 years of eligible Vesting Service which entitles one to receive a pension benefit at retirement age.


Tier 2 Description (Employees hired after July 1, 2015)
Normal Retirement Age is age 65, however, the plan allows one to retire as early as age 60. The formula for a monthly Normal Retirement Benefits is 2% x Final Average Earnings x all Credited Service.

Early retirement, survivor and disability benefits are available for vested participants.

401(k) Tax Deferred Savings Plan – Participation is optional. You may enroll once you meet the eligibility requirement of your bargaining unit. Depending on the bargaining unit, there may be an employer match.

457 Deferred Compensation Plan – Participation is optional for non-represented employees.


Insurance and Flexible Spending Plans
All plans are optional except the RR Dental Plan for bargaining unit employees.

Health Insurance Plan
A comprehensive health insurance plan, self-insured by the ARRC and administered by Premera Blue Cross Blue Shield of Alaska. Coverage is also available for the employee’s spouse and dependent children. ARRC and the participant share the premium cost. Bargaining unit employees are Eligibility after 90 days, and non-represented employees are eligible as of the date of hire.

The Railroad offers a Prefered Provider Organization plan (PPO Blue Essentials) and a Consumer Directed Healthcare Plan with a Health Saving Account (Gold Essentials). The Plans have the following features.

The Railroad also offers two dental plans.
The Railroad National Dental for repersneted employees
The Alaska Railroad Optional Dental Plan for both represented and non-represented employees.


Paid Leave & Holidays

Vacation Leave –accrual per bi-weekly pay period:

Represented Employees
0-3 Years of Service = 4 Hours
>3-15 Years of Service = 6 Hours
>15 Years of Service = 8 Hours

Non-Represented Employees
0-3 Years of Service = 6 Hours
>3-15 Years of Service = 8 Hours
>15 Years of Service = 10 Hours

Sick Leave: accrues at 4 hours (Represented) or 2 hours (Non-Represented) per pay period.
