General Services oversees 6 million square feet in 135 city buildings, $330 million in city procurement spending, $28 million in annual utility costs and various other support services for the city. The Department of General Services strives to be agile, efficient, and effective in delivering services in an ever-evolving environment. We achieve this mission through our three Divisions: General Services Administration, Facility Management and Purchasing Division.
General Services Administration is seeking a customer focused Contract Administrator.
The Contract Administrator will work within a small team of contract professionals, to administer the Department of General Services approximately 400 Citywide contracts that include but are not limited to revenue, expenditure, and non-financial agreements. The Contract Administrator will be responsible for working with internal and external agency partners in the development of scopes of work, managing proposals and the contract implementation and execution of new and amended contract awards. This position is directly responsible for managing all assigned agreements and ensuring that the contractor follows legal requirements, owner specifications, and government regulations.
  • Assists department staff with developing request for proposal/qualification/bid documents, manages, and coordinates proposal process from initiation through award
  • Moderates pre-proposal conferences and reviews proposals and financial information submitted; and assists with development of evaluation parameters
  • Oversees the preparation and revision of service-related contracts
  • Tracks and responds to market changes, works with stakeholders, determines operational or other efficiencies for improving performance, and prepares reports and recommendations for management
  • Assists with negotiating the final terms of contracts, which may include developing expenditure agreements, and manages contracts of specific vendors and services
  • Provides technical guidance to staff and contractors, recommends and coordinates the implementation of policies and procedures for assigned functions, and assists in developing new policies and procedures
  • Acts as a liaison to the City Attorney's Office, follows prospective contracts throughout the review process, and coordinates actions for breach of contract situations. Coordinates actions with internal procurement, if needed
  • Makes presentations to contractors, city department heads, and public interest groups, and provides information on contract policies and procedures and on general business management
About You
Our ideal candidate has:
  • Experience managing more than 300 + service/grant/expenditure/revenue contracts at the same time
  • Experience handling diverse types of contracts across multiple departments and vendors
  • Experience interpreting legal contracts and grant language and applying terms and conditions in context
  • Experience with drafting and/or compiling Requests for Proposals and other bid documents, coordinates the bid process including and conducting pre-bid meetings, and pre-proposal conferences
  • Ability to develop a clear understanding of the City's Small/Women/Minority Business Programs and the applicable reporting requirements
  • Ability to build relationships with multiple City agency partners and stakeholders
  • Clear understanding of the legal terms and conditions and the scope of work of all contracts
  • Ability to advise Facility Superintendents and Project Managers on vendor performance issues and on work that is within contract scope vs. out of scope
  • Ability to develop a knowledge of the City's Purchasing process and foster a good working relationship with the Purchasing Division buyers who are responsible for bidding out the contracts that are administered by the General Services Contracts Office
  • Provide the buyers with feedback when requested regarding rebidding of contracts, specifically what went right, what went wrong, and what Scope of Work changes are needed to make the next contract more successful
  • Ability to work closely with the Facility Superintendents and Project Managers to resolve vendor performance issues using the General Services Contract Administration Guidelines
  • Ability to document all vendor deficiencies and escalate them to the Contract Administration Supervisor as needed

  • Education Requirement Bachelor's Degree in Business Administration, Public Administration, Political Science, Management, or a related field
  • Experience Requirement Three (3) years of professional experience performing contract negotiation, contract administration, or conducting research and analysis in an area such as budget, compliance issues, or accounting
  • Education & Experience Equivalency one (1) year of the appropriate type and level of experience may be substituted for each required year of post high school education. Additional appropriate education may be substituted for the minimum experience requirements. Licensure & Certification by position, requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment

Starting Pay
Although our full pay range is included above, the budgeted hiring range for this position is $64,000- $82,500 based on education and experience.
