Position Summary & Duties Responsible

POSITION SUMMARY

Code Enforcement Officer will identify problem areas in need of code enforcement, including Nuisance Abatement Ordinance. Other related codes include zoning, land use, building, health and safety, and other matters of public concerns. Assist in development of effective community relations in code enforcement. Work with residents and community to remedy nuisance property to protect the public health, welfare, and safety or provide education/outreach activities in code enforcement.

DUTIES AND RESPONSIBILITIES

  • Establish and maintain liaison relationship between Bernalillo County and the community; coordinate processes and procedures for addressing code violations.
  • Process complaints and investigate in cooperation with all County Offices and other relevant agencies.
  • Interact with residents, general public and small business owners in regards to code compliance.
  • Develop community awareness and outreach programs, work with other staff members, related departments or agencies to review permit completeness and monitor progress towards completion.
  • Investigate possible code enforcement violations in response to public complaints.
  • Conduct field inspections of problem properties and assess appropriate enforcement mechanisms for correcting identified problems.
  • Maintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job related activities including accurate and detailed information regarding code enforcement activity to substantiate violations.
  • Assist the community in the correction of code violations and recommend alternative resources to help achieve compliance for existing development.
  • Address concerns of residents and small business owners. Provide technical assistance in the interpretation and application of codes and standards to residences, business owners, neighborhood associations and special groups.
  • Notify property owners of violations and required resolutions within the appropriate timelines.
  • Prepare evidence in support of legal actions taken by the County; testify in hearings and court as necessary.
  • Review county policies and ordinances related to code enforcement issues and recommend revisions in order to better carry out established policies to meet community needs.
  • Attend community meetings, work with law enforcement, residents, and respond to requests for details of any County's efforts regarding code enforcement.
  • Conduct studies of community needs, assist in the development and implementation of community distribution systems, including assistance in mapping and graphic support for administrative and technical presentations.
  • Prepare and issue forms and letters of stop-work notices and correction notices, to any project advising of possible nuisance violations including specific time allowed for correcting deficiencies.
  • Performs other job related duties as required or assigned.

Minimum Qualifications

  • Bachelor’s Degree in Public Administration, Business Administration, Criminal Justice, or related field, and two (2) years of work experience in communications, community service programs, contract or grant management, or related field. Any equivalent combination of related education and/or experience may be considered for the above requirements.
  • Employee must be currently certified by International Code Council as Property Maintenance and Housing Inspector or be able to obtain certification within twelve (12) months of employment.

  • Spanish speaking abilities preferred.

ADDITIONAL REQUIREMENTS

The offer of this Bernalillo County position requires compliance with the following:

  • Employee must successfully complete the post-offer employment medical examination and background investigation.
  • Employee must comply with the safety guidelines of the County.
  • Employee must complete required FEMA training(s) as assigned to position.
  • Employee must have a valid New Mexico driver’s license by employment date and maintain a valid NM driver’s license while in this position.

WORKING CONDITIONS

  • Duties are performed both indoors and outdoors.
  • Indoor duties are performed in both temperature controlled and non-temperature-controlled environments. Worker is exposed to natural weather conditions, which may be severe, while performing outdoors duties. Indoor duties are performed on even surfaces, which may be carpet, tile, or concrete, and may be either wet or dry.
  • Outdoor duties may be either wet or dry. Outdoor duties may be performed on even or uneven surfaces, which may be wet or dry. Outdoor duties may be performed on surfaces such as concrete, asphalt, natural ground, ice, snow, gravel, or shingled roofs. Stairs, ladders, and scaffolding are used in the performance of outdoor duties.
  • Worker may be exposed to fumes, odors, dust, mists, gases and poor ventilation in performance of essential duties.
  • Work hazards, or potential hazards, include working in heights and around active construction sites and scaffolding. May be exposed to some unpleasant confrontations. Other hazards include exposure to lose animals.

EQUIPMENT, TOOLS AND MATERIALS

  • Equipment typically used in the performance of office duties include telephone, computer keyboard, computer printer, photocopy machine, facsimile machine, and calculator, specialized drafting tools may be needed.
  • Materials and products handled in the course of performing essential duties include money, files, forms, reports, various other paperwork, and a wide variety of basic office supplies.
  • County vehicle is utilized in the performance of duties on an as needed basis.
