The mission of the North Carolina Division of Workforce Solutions (DWS) is to develop North Carolina's workforce talent, help individuals advance their career opportunities, and meet business workforce needs by connecting talent to jobs. The Rowan County NCWorks Career Center provides a full range of services to diverse categories of job seekers and employers to meet their employment and placement needs through: assessment and development of job requirements; evaluation of experiences, skills and abilities; referral to jobs, job training programs, or other placement services.

The position will deliver employment services, job training, limited unemployment insurance services, and labor market information services to customers seeking work and employers seeking workers in Rowan County. It will provide a full range of services to job seeking customers to meet their employment and training needs, including assessment, referral to jobs and job training programs, job development contacts and placement services. It will supervise the operation of Employment Assessment Interviews (EAI) and Re-employment Services and Eligibility Assessments (RESEA) programs in the Center. The position will conduct interviews and input all relevant information into computer system and utilize database for researching job orders for possible referral. It will provide career development assistance and refer to supportive services. The position may contact businesses by phone and in person to discuss job listing and general services on behalf of customers. It will plan, promote, review and evaluate services and advocate employment for customers with the business community and industry. It may take job orders, input data and interview job seeker customers. It will cross train in a variety of services offered by the Career Center. It will interact closely with workforce partners in an Integrated Services Delivery (ISD) environment to ensure the appropriate delivery of services to all customers. It may be asked to travel as requested based upon business need.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Demonstrated thorough knowledge of the Division of Workforce Solutions and local Workforce Development boards’ functions and service delivery methods and programs and application of specific portions of the laws governing programs to client situations.
  • Demonstrated ability to analyze, interpret, and evaluate information and conflicting opinions.
  • Demonstrated ability to independently apply the provisions of pertinent law, rules, regulations, and procedures to specific cases.
  • Demonstrated ability to make accurate assessments of customers skills, abilities, and interests.
  • Demonstrated ability to work as part of a team and display collaborative skills.
  • Demonstrated ability to communicate orally and in written form effectively with a variety of individuals both internal and external to the organization.
Management Preferences:
  • Experience in EAI and RESEA programs (or TAA if needed).
  • Knowledge of Integrated Service Delivery (ISD)
  • Workforce program experience.
  • Prior experience in a Career Center environment.
  • Commitment to excellent customer service.

Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution and two years of experience in human resource administration, case management, job development and placement, employment counseling, vocational guidance and counseling, social work, vocational rehabilitation, claims analysis, or related public contact work dealing with job applicants and employers in a variety of functions; or an equivalent combination of education and experience.
