Position Title: Bilingual Mandarin HR & Admin. Generalist

Main Location: 20955 Pathfinder Rd, Diamond Bar, CA 91765
This role is 100% on-site from Monday to Friday 9am-5:30pm. Traveling from Los Alamitos office to Diamond Bar office may be needed for the first several months.

Job Description

Milkway US has an immediately job opening for an experienced HR & Admin generalist to support business growth. This position will be reporting to the HR & Admin Manager based in Diamond Bar, CA in partnering and assisting her with the day-to-day HR and Admin operations for multiple branches in the United States. This role will work in a fast-paced professional environment with daily challenges who will also foresee a rapid career growth and personal development with high job satisfaction and accomplishments.

Job Responsibilities:

HR Operation - (50%)

  • Handle and ensure effective pre-recruitment process (e.g., job posting on multiple sites, application screening, interview coordination, reference and background checks, preparation of offer letters, onboarding registration, ADP setup, etc)
  • Create, maintain and update employee’s records in Milkyway’s patented MCP system.
  • Work closely with insurance agent to timely enroll, add and terminate employee.
  • Track employees’ PTO request, analyze data of time and attendance.
  • Identify employees’ training needs and coordinate with internal business partners and/or external training agencies to design courses and hands-on activities, update & maintain training record etc.
  • Assist the HR manager with benefits selection and open enrollment.
  • Support the annual performance review process, talent review, and compensation planning.
  • Maintain compliance with federal, state, and local employment laws and regulations, and recommend best practices, e.g., Fair Labor Standards Act (FLSA), Title VII, etc.
  • Serve as the main point of contact for employees regarding benefits administration.
  • Support in the implementation and update of HR policies, procedures, and guidelines.
  • Assist the HR & Admin Manager in HR initiatives, programs, and projects.
  • Assist in other ad-hoc tasks when needed.

Admin Operation - (50%)

  • Responsible for purchase & maintenance of office equipment and supplies.
  • Submit admin related invoices into MCP system to ensure prompt payment.
  • Source and select vendors for best service and product quotes to achieve cost efficiency.
  • Manage team members’ travel plans, book/modify hotel and plane tickets.
  • Take/update weekly meeting minutes and distribute to team members.
  • Communicate with Headquarter in Asia for implementation proposal.
  • Organize event, gala and seminar for employees and business partners.
  • Assist with other daily administrative activities and provide support to the team (e.g. sort incoming mails, take voice message, mail office equipment to other branch etc.)

Job Requirements:

  • Proficient in both English and Mandarin.
  • Bachelor’s degree in HR/Business Administration or similar disciplines.
  • Minimum 3 years’ of full-time working experience as a HR Generalist demonstrating knowledge of HR practices, legal rules and regulations.
  • Excellent written and verbal communication skills.
  • Operate with the utmost integrity and discretion.
  • Resourceful with ability to take initiative to solve problems.
  • Basic knowledge of L1, EB1, EB3 and H1B visas and application procedures.
  • Willingness to learn and able to work independently with good multitasking skills.
  • Able to meet timelines with excellent organizational and time management skills.
  • Meticulous attention to detail with a strong sense of personal accountability
  • Basic knowledge of office equipment trouble shooting.
  • Intermediate level of experience with Microsoft Suite - Word, Excel, Outlook, PowerPoint, Calendar and Teams.
  • Able to travel once or twice a year.
