Job Duties

The Virginia Department for Aging and Rehabilitative Services (DARS) is seeking a Behavioral Health Services Coordinator to serve as the agency's consultant on all matters related services offered by the division to individuals with mental health conditions and substance use disorders. Provides statewide leadership overseeing agency mental health and substance use disorder programs to include a managed relationship of staff within DRS, serving youth and adults with disabilities.

With a primary focus on achieving outcomes, directs and manages all programmatic and administrative functions to ensure efficient and effective service delivery of comprehensive vocational rehabilitation services to eligible individuals with disabilities experiencing substance use disorders (SUD) or Mental Health Conditions (MHC). Functions as the Resident expert on WIOA and develops and implements programs and services the division offers youth and adults with MHCs and SUDs. Initiate inter-community collaboration to efficiently use staff resources, reduce duplication of efforts and to network with other community agencies, organizations, schools and employers in order to enhance services and/or address service gaps. Support orientation and training of DRS counselors on the policies, procedures and agency practices related to the provision of MH and SUD services for youth and adults with disabilities. Assess needs and develop training programs for the education of DRS staff on VR MH and SUD services.

Additionally, provides consultation and technical assistance to WWRC for VR programming for youth and adults with Behavioral Health conditions. Ensures responsible management of assigned fiscal resources.

This position is a statewide position and will require frequent day travel and occasional overnight travel.


Minimum Qualifications:

Comprehensive &/or Considerable knowledge of:

  • The principles and practices of human services programs.
  • Vocational rehabilitation, substance use disorders (SUD), Serious Mental Illness (SMI), and Temporary Assistance for Needy Families (TANF), policies and procedures of the Departments of Social Services and Behavioral Health and Developmental Services.

Demonstrated to &/or Ability to:


  • Establish and maintain effective working relationships with individuals from varying social and economic environments.
  • Communicate effectively.
  • Interpret and apply complex policies and procedures in the provision of services.
  • Organize and manage multiple and sometimes unrelated responsibilities in a timely manner.
  • Prioritize duties and exercise responsible judgment with minimal supervision.
  • Motivate and train professional and support staff.
  • Participate in a multi-disciplinary team setting in building collaborative networks.
  • Plan and conduct meetings and training.
  • Analyze data and develop and implement strategies for improved program performance, write reports and presentations, compose web material.
  • Travel statewide with occasional overnights.
  • Communicate effectively both in writing and orally.


Demonstrated experience &/or Experience:

  • Program development and management.
  • Vocational rehabilitation of individuals with significant disabilities.

Knowledge and/or of:

  • Experience with local service delivery systems and community resources.
  • VR policies, procedures, and techniques.
  • State contracting and fiscal accountability requirements and negotiating skills.


  • Master’s Degree in Rehabilitation Counseling, Special Education, or other related human services field preferred or a combination of training and experience that results in the knowledge and abilities detailed.

Preferred Qualifications:

  • Prefer considerable experience directly related to assisting youth and adults with mental health and substance use disabilities.
