This position is located in the District of Columbia Government, Department of General Services (DGS), Office of the Director. DGS manages the capital improvement and construction program for District government facilities, which include the development and construction of new government owned facilities- consisting of District of Columbia Public Schools (DCPS), recreation centers, office buildings, among other things.

This incumbent serves as the Associate Director of Legislative Affairs to the Agency Director. This position has responsibility for planning, developing and coordinating a wide range of assignments and duties related to legislative and regulatory affairs and media communications, providing administrative agency management on policy formulation and the potential political and public reaction to the proposed policy, and identifying media outreach needs and strategies.

Duties & Responsibilities

Acts as the principal advisor to the Director on issues and matters related to policy and legislative review, policy development and implementation; and the interpretation and application of pertinent regulations. Builds partnerships within the District Government, Federal Government, and community to advance the agency's agenda. Provides expertise to support executive decision-making processes by discerning and describing the interrelationship of facts and issues regarding DGS operations. Identifies best practices and other objective criteria to evaluate the issues.

The incumbent provides supervision of the rulemaking processes, overseeing and monitoring the research and information gathering phase, the writing of the rules, the submission of the rules, and monitoring determination of any and all tasks and functions with regard to official publication.Attends meetings with the Agency Director or designee or on behalf of the agency, noting issues of importance and highlighting follow up information requested. Receives requests from elected officials and staff, coordinating an accurate and timely response that is vetted through the appropriate channels, and responding on behalf of the agency. Prepares the Agency Director or designee for all hearings, including the annual agency performance hearing, and the agency budget hearing, both before the D.C. City Council.

Qualification & Education

Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Graduation from an accredited four-year college or university with a relevant bachelor's degree in Communication, Public Administration, etc. or an equivalent combination of education, training and experience preferred.

Duration of Appointment: This position is At Will. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Pay Plan, Series and Grade: MS-0301-15

Collective Bargaining Unit (Non-Union): This position is not in the Collective Bargaining Unit

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
