Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

Under the direction of the Director of Finance, this position will assist in all aspects of managing the Budget and Financial Planning Unit and will provide oversite over the daily activities of the Los Angeles Homeless Services Authority's (LAHSA) budget, ensuring compliance with policies, procedures, regulations and statues. The candidate will specifically be responsible for working with Executive Management in the development, coordination and monitoring of the agencies budget. The Associate Director, Budget & Financial Planning will directly supervise the Manager, Budget & Financial Planning.

The position requires comprehensive knowledge of sound financial management and budgeting practices as well as principles, with a proven record of advanced financial skills. Candidate must be knowledgeable in state, and federal regulations governing revenue, and expenditures; including Office of Management and Budget Super Circular 2 CFR Part 200. Must have experience managing a budget unit, preferably in a public environment; using and implementing fund accounting software, preferably, Sage Fund Accounting Software (formally MIP); strong written and oral communication skills and demonstrate attention to detail.

Essential Job Functions

  • Assist the Director of Finance and CFO in managing and evaluating the overall planning and coordination of the budget process, to ensure compliance with sound budgeting/accounting standards and practice, as well as applicable policies, regulations and laws; recommending fiscal or budgetary policies and procedure changes as necessary.
  • Assist in all aspects of administering, preparing, reviewing, monitoring, projecting, and allocating budget requests, budget allocations and midyear budgets; ensuring that the budget submissions reflect LAHSA's strategic plan appropriately.
  • Maintain administrative control over the budget allocations and expenditures of LAHSA's budget for all funding sources.
  • Provide analysis, interpretation, assumption, projections and presentations of financial data, including budget submissions for executive management, the Commission, the City of Los Angeles, County of Los Angeles, State of California and HUD.
  • Responsible for the oversight of the position control budget for the organization and working with the Human Resources Department to coordinate new processes and to recommend changes as appropriate.
  • Serve as the principal liaison with external budget personnel, including coordinating with internal LAHSA departments for information to complete the budget and to respond to requests from entities internal and external to the organization.
  • Oversee and direct all Internal and External Budget functions, including (but not limited to) budget formulation, monitoring, presentation, maintenance of the Consolidated Funding Matrix, the tracking and allocation of "Direct" Programmatic funds, and the allocation and use of "Indirect" Administrative Funds.
  • Regularly interact with personnel from internal departments and oversee and manage the development and revision of Internal and External Budget tools, procedures, and templates reflecting the business needs of LAHSA, its Departments, and its Funders
  • Serve as a resource to budget unit staff, LAHSA departments and others in interpreting budgeting/accounting policies, regulations and statutes.
  • Direct the training of all Unit Staff on Internal and External budgetary procedures and tools to enable them to manage inquiries, provide technical assistance, and identify and suggest changes to resolve problems.
  • Oversee and manage the review and approval of all budget-related sections of Contracts, RFPs, and technical submissions for LAHSA subcontractors.
  • Assume other responsibilities as directed by Management.

Knowledge, Skills & Abilities

  • Budgeting Concepts, practices, and procedures.
  • Team-based project management.
  • Homeless funding regulations, requirements, and procedures, including the Department of Housing and Urban Development (HUD) Supportive Housing Program, Emergency Solutions Grants (ESG), and Community Development Block Grants (CDBG).
  • Intermediate to advanced proficiency in various computer software programs, specifically Microsoft Office (Word, Excel, Access, PowerPoint, Project, and Outlook).
  • Advanced proficiency in information retrieval and usage from the Internet.
  • Knowledge of fund accounting software (preferably Abila MIP).
  • Applicable laws, rules, regulations, policies, and procedures related to budgeting, procurement, administration of contracts, grants, loans, and cost-allocation plans, or other similar agreements and processes.
  • Proven capacity to manage multiple teams or individuals with differing functions or tasks toward a common objective.
  • Adaptability and anticipation, with a willingness to proactively adjust to potentially changing circumstances and take necessary corrective actions.
  • Demonstrated outreach and negotiation with internal and external stakeholders.
Other Desired Skills and Requirements:
  • CPA, CFA, CMA, etc.
  • Proficient in office software such as Microsoft Office (Word, Excel, Access and Outlook).
  • Working knowledge of project management software (MS Project) and the Internet.

Training & Experience

  • Proven professional experience and educational background.


Schedule

  • The Executive Director or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA business.

LAHSA offers this voluntary comprehensive vision plan to all full-time employees through ADP TotalSource. It includes yearly comprehensive exams, lenses, frames and contact lenses. All premiums are pre-taxed and paid 100% by the employee through automatic bi-monthly payroll deductions.

AFLAC Supplemental Insurance
LAHSA offers this voluntary supplemental insurance to all full-time employees. Plan options include personal accident, personal cancer indemnity, personal short-term disability, and personal life insurance plans. Most premiums are pre taxed and paid 100% by the employee through automatic bi-monthly payroll deductions.

ADP Flexible Spending Accounts
LAHSA offers employees this voluntary flexible spending account plan through ADP TotalSource. Employees may elect to participate in dependent care or health care expense accounts. All premiums are pre-taxed and paid 100% by the employee through automatic bimonthly payroll deductions.

Life Insurance
LAHSA pays 100% of the premium for $50,000 basic life insurance coverage through ADP.

Voluntary Group Life Insurance
LAHSA offers employees this voluntary group life insurance through Lincoln Financial. Employees may elect to participate in dependent care or health care expense accounts. All premiums are pre-taxed and paid 100% by the employee through automatic bimonthly payroll deductions.

Long Term Disability
LAHSA pays 100% of the premium for long term disability coverage through ADP.

Pension Plan
LAHSA provides a 401A pension plan through Lincoln Financial. After 6 months of employment, employees are eligible for contributions of 5% of the employee’s salary with a qualification date of 500 hours or 6 months after the date of hire.

Deferred Compensation Plan
LAHSA provides a 457 Deferred Compensation plan through Lincoln Financial. Employees may elect to defer up to IRS maximum limit per year of their earned salary for income tax purposes.

Time Off Administrative Leave
Executive Director, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below.

Vacation
Vacation is earned according to each month of service commencing with the employee’s initial date of hire.

  • Less than five (5) years of employment, eighty (80) hours per year.
  • Five (5) to ten (10) years of employment, one hundred twenty (120) hours per year.
  • More than ten (10) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than one hundred twenty (120) months of employment. This vacation accrual is capped at twenty (20) workdays per year
Maximum accrual of vacation leave is 200 hours.

Sick Leave
Full-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual of sick leave is 160 hours.
