General Statement of Job

Under general supervision, in absence of Pool Manager, is responsible for managing the day to day operations of the swimming pool. This includes managing the staff schedule, training new and returning staff, supervising lifeguards, pool admissions staff and swim lesson instructors. Enforcing facility safety rules and policies, inspecting equipment and facility for potential damage and safety issues, and request repairs and maintenance when necessary. Complete pool operator duties hourly. Complete daily records and reports. In addition, will be scheduled as a Lifeguard as needed. May be scheduled as a swim lesson instructor on a substitute basis. Responsibilities include all matters pertaining to business management, pool safety, directing, scheduling, supervising the pool staff, and sanitation.

Special Duties & Responsibilities

  • Supervises all pool employees in the absence of the Pool Manager.
  • Support the mission, vision and goals of Spotsylvania County Parks & Recreation Dept.
  • Makes sure that employees understand their responsibility to see that the patrons have a healthful, enjoyable, safe experience while at the facility.
  • Wear proper uniform (County issued) and represent Spotsylvania Parks & Recreation Dept. in a professional manner at all times.
  • Must be available to work during the summer season, mid-May through Labor Day weekend. Working approximately 35 hours per week as posted schedule permits.
  • Responsible for the day to day maintenance and operations to include Filtration, Chlorination and PH Control, Vacuuming, Backwashing and Chemical Balancing.
  • Knows/reviews all emergency procedures and responds to emergency situations immediately in accordance with Parks & Recreation Pool Operating Procedures Manual.
  • Immediately reports all accidents or disciplinary problems to the Special Events and Leisure Programmer or designee.
  • Inspect safety equipment. At the beginning of shift ensure that safety equipment is in proper place and ready for use.
  • Maintains discipline at the aquatics facility as listed in the Pool Operating Procedures Manual.
  • Ensure opening, hourly and closing duties are completed as outlined in Pool Operations Procedures Manual.
  • Maintains appropriate levels of staffing, monitors schedules, and ensures the facility is adequately staffed before opening.
  • Ensure swim instructor/ lifeguard to participant ratios are met at all times.
  • Ensure staff are alert and actively scanning the pool, and are well hydrated.
  • Maintain a clean and safe facility to include, pool, deck, chairs, restrooms, pool office and vending area.
  • Report damaged equipment and, if possible, remove.
  • Provide support to Pool Admissions staff on duty.
  • Works with Special Events and Leisure Programmer/ designee to determine weather related closings or delays in absence of Pool Manager.
  • Be punctual for scheduled shifts;
  • Provide outstanding customer service to all customers and participants. Be available to customers.
  • Participate and attend mandatory staff meetings and in-service training.
  • Ensure that aquatic environment is free of obstructions and safe for participant use.
  • Ensure a lifeguard is in the stand at all times when patrons / staff are on pool deck.
  • At no time will swimmers / patrons be left unattended.
  • Ensures that employees understand their responsibility to see that the patrons have a healthful, enjoyable, safe experience while at the facility.
  • Ensures the pool is in operation only during the hours set by the department. No unauthorized or free swimming is permitted unless specifically approved by the Director or designee, this includes workouts or night swimming by employees. Unauthorized use will result in immediate disciplinary action, up to or including termination.
  • Fulfill function of a Lifeguard and its duties as needed.
  • Fulfill function of a Swim Lesson Instructor and its duties as needed.
  • Performs other related duties as required.

Minimum Training & Experience

High School Diploma or equivalent; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. At least 3 months experience in pool operations and equipment required

Must be 18 years of age or older

Must possess valid certifications in ARC Lifeguard Training & CPR for the Professional Rescuer (CPR/First Aid/AED).

A valid certification as an Aquatic Facility Operator (AFO) or a nationally recognized Pool Operator course preferred.
American Red Cross Water Safety Instructor Certification (WSI) preferred. Experience in teaching swim lessons or coaching swim team preferred. Must complete in-house swim lesson instructor training upon hire.

Complete and maintain required trainings to include but not limited to: New Employee Orientation, In-service, Bloodborne Pathogens, and Sexual Harassment upon hire.

Satisfactory completion of a criminal background check and drug screen.

Physical Requirements
Must demonstrate the ability to respond effectively to inquiries or complaints. Ability to pass lifeguard water test and meet requirements of ongoing drills. Must be able to remain alert. Must be able to sit or stand for extended periods. Must be able to withstand outdoor temperatures. Ability to recognize visual and verbal distress signs/actions from potential drowning victim within 10 seconds. Ability to respond to victim in water within 10 seconds. Ability to respond to an emergency situation including but not limited to: water emergency, respiratory or cardiac emergency, minor/major first aid and missing person. Adequate ability to hear noises and distinguish distress signals. Ability to continuously scan all areas of the pool with clear vision. Ability to perform strenuous physical tasks necessary for a water rescue.


Must be physically able to operate a variety of machines, tools and equipment, such as pump room equipment, pool vacuum equipment, calculator or telephone. Tasks require the ability to exert medium to heavy physical effort which may involve some lifting, carrying, pushing and/or pulling. Requires the ability to inspect items for proper length, width, and shape, visually with job related equipment. Requires the ability to coordinate hands and eyes in using automated office equipment and in operating motor vehicles. Requires the ability to handle a variety of items, equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal/ levels of eye/hand/foot coordination. May require the ability to differentiate colors and shades of color. Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear).
